How these numbers are made
  • Property tax: tax rate area 07790 holds 15,799 of Pomona's 20,774 single-family parcels (LA County parcel layer). Its list of taxing agencies could not be read, so the bond rates assume the 1% levy, Pomona Unified (all 18 listed fund rates summed, 2026-27 resolution), Mt. San Antonio College and MWD, copied from the nearby Claremont record; the Pomona Unified total is unconfirmed against the county's rate-area page.
  • Water: City of Pomona Water Department rates effective 1/1/2025, bi-monthly meter charge halved and tier breakpoints halved to monthly; 'units' taken as CCF. A newer 2026 schedule was not found.
  • Sewer: the city's published bi-monthly $11.75 charge and $0.86 per HCF; this schedule may be from 2023 and rates may be higher now.
  • Trash: July 1, 2025 gross rates including the franchise fee; who bills it was not found. Electricity: SCE rates as for Claremont; most Pomona homes likely take generation from the city's Pomona Choice Energy, whose rate was not found, so the electric bill may differ. The 9% utility users' tax applies to electric, gas and water bills. Gas and insurance use the same SoCalGas figures and 2022 California average as other LA County cities. Other flat county charges are not included.
  • Audit follow-up 2026-10-28: the city's sewer document (Section 62-400) reads $0.86 per HCF, not $0.87, and carries no date, so it may be an older schedule. Trash default set to the standard 96-gallon cart. SCE's joint rate comparison lists Pomona Choice Energy (rates as of Dec 1, 2025) at about $224.67 a month for 523 kWh against $195.56 for SCE, roughly 15% more; the electric figure shown is the SCE one because no Pomona Choice rate has been checked against a quote here. Water: the 1/1/2025 city schedule is the newest readable one; a city list showing $2.70, $3.43 and $3.60 per HCF was not readable (403) so was not used. Gas uses the September 2025 fixed charge and March 2026 average bill; insurance is the 2022 California average.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
