How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us. Water: Bellflower-Norwalk (Liberty) tariff PR-1-R is Advice Letter 346-W effective July 1, 2025; a newer sheet after that was not checked. California American Water's former city system and the two mutual companies charge different rates and are not priced; see the city's water companies page (bellflower.ca.gov/community/resources_for_residents/water_companies.php).
- Water: four companies serve Bellflower (Liberty Utilities, Bellflower-Somerset Mutual, Bellflower Home Garden Water, California American Water, which took over the former city system). Liberty's Bellflower-Norwalk system covers the most area in the EPA state water-system map, so it is priced here; the others are not. Liberty: 5/8 x 3/4-inch service charge ($39.64) and tiers ($4.487, $5.983, $10.110 per Ccf for 0-6, 7-18 and over 18 Ccf) effective July 1, 2025, plus the $0.642 per Ccf surcharge and the 0.70% CPUC fee; the 2.04% surcharge applies only to Norwalk customers and is not used. The page starts at 10 Ccf a month, the average residential use in Liberty's rate notice.
- Property tax: 1% plus the 2026-27 Bellflower Unified and Cerritos Community College District bond rates from the LA County tax rate resolution, less the $7,000 homeowners' exemption. The starting value is the Census median for all owner-occupied homes; under Prop 13 a home's assessed value can be far lower. Tax rate areas vary within Bellflower. Not included: the Metropolitan Water District levy and county charges that vary by parcel, such as the flood control assessment, the trauma tax and Measure W.
- Sewer: County Sanitation District No. 18's $226 for 2026-27 is on the tax bill; a separate City sewer charge was not found. Vector control: the Greater LA County Vector Control District $18.97 per parcel of an acre or less. Trash: the City's Prop 218 schedule gives maximum rates, so the 2026-27 column is used and the actual charge may be lower; CR&R's own current rate sheet could not be read.
- Electricity: SCE's Domestic rate from the SCE/CPA joint rate comparison ($0.37392 per kWh at 523 kWh) plus the $24.15 monthly Base Services Charge. Gas: SoCalGas's March 2026 average non-CARE bill, with its $0.16-a-day customer charge. The 5% utility users tax is added to electricity and gas. Insurance starts at the 2022 California average.

How Bellflower compares
A typical Bellflower house against the 110 California cities we cover, using the same default numbers as the total above.
| Per year | Bellflower | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.11% | 1.13% | lower than 69 of the other 109 California cities we cover |
| Water | $1,171 | $955 | higher than 87 of the other 109 California cities we cover |
| Trash | $385 | $438 | lower than 73 of the other 101 California cities we cover |
| Electricity and gas | $3,680 | $3,556 | higher than 73 of the other 109 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 108 other California cities we cover |
| Total | $14,744 | $15,240 | lower than 62 of the other 109 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
