How these numbers are made
- Garbage: City of Tulare Resolution 2025-03 sets $33.63 a month from July 1, 2026 for single-family basic service (three 96-gallon containers weekly), including $5.00 street sweeping.
- Water: the City's latest published rate schedule is the FY 2020-21 column of its 2016 water and sewer rate notice: $27.89 a month for a 1-inch meter (the notice describes the average single-family customer as having a 1-inch meter), and $0.903, $1.478 and $1.974 per 1,000 gallons in three tiers. A 5/8-inch meter is $16.70. We found no newer schedule; the City began a new rate study in 2025, so today's bill may be higher. The notice's average use of 13,000 gallons a month (17.38 CCF) is the starting use.
- Sewer: $53.90 a month single-family flat rate from the same schedule (FY 2020-21); same caveat as water.
- Property tax: Tulare County 2026-27 rate book, tax rate area 005-000 (City of Tulare): 1% plus 0.038% Tulare healthcare bond, 0.005% College of the Sequoias bond and 0.055% Tulare Joint Union High School bond, 1.098% in all, less the $7,000 exemption. The 0.03% Kaweah Delta Water Conservation District levy (a different tax base) is left out. We did not find a list of flat direct charges for Tulare parcels, so none are included; some tax rate areas carry extra district charges. Home value is the Census median market value; a long-time owner has a lower Prop 13 assessed value.
- Energy: SCE Tiered Rate Plan rates are rounded to whole cents on SCE's page; the base charge is 79¢ x 365 / 12. Typical use is SCE's 2024 residential average (EIA). Gas is SoCalGas's August 2026 average non-CARE bill divided by 35 therms; franchise fees are not included.
- Insurance is the 2022 California average homeowners premium (NAIC via the Insurance Information Institute).
