How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: Eastern Municipal Water District serves almost all of Menifee (about 99% of homes by 2020 Census blocks in EPA's water system map). EMWD's 2026 rates: $0.870 a day in fixed charges (about $26.46 a month) and budget-based tiers modeled on EMWD's own average customer, 18 billing units a month at 100% of budget (from EMWD's 2023 rate presentation; the page starts at 18 units): Tier 1 $1.55 to 3.6 units, Tier 2 $4.51 to 18, Tier 3 $7.68 to 27, Tier 4 $14.85 above; your real budget depends on household size and irrigated area.
  • Sewer: EMWD's Sun City Area rate S301 (Menifee Valley Sewer Service Area No. 1), $1.257 a day per EDU from January 1, 2026, plus the $0.156 daily sewer system capital projects charge, about $42.98 a month for a 3-4 person household; 1-2 person households pay 65% and 5-6 person households 135% of the sewer rate. Areas served through EMWD improvement districts U-4, U-6, U-15 and U-35 (parts of Sun City) pay rate S302, $1.207 a day. Trash: WM's City of Menifee rates effective July 1, 2026, approved by the City Council on May 20, 2026: $39.09 a month for standard 95-gallon three-cart service, $35.31 for the 64-gallon Low Volume service.
  • Property tax: Riverside County's 2026-27 rates (Resolution 2026-153, adopted August 25, 2026) for Menifee's tax rate areas (026-xxx) in Menifee Union School District, where about 84% of Menifee's homes are (2020 Census blocks in Census school district boundaries): the 1% levy, Menifee Union (0.075%), Perris Union High (0.04712%), Mt. San Jacinto College (0.0031%) and MWD East (0.0085%), about 1.134% in total, less the $7,000 homeowners' exemption. Homes in Romoland School District (about 16%, north Menifee) pay no elementary district bond rate; some areas add EMWD improvement district rates (U-35 and U-36 0.0043% each; U-4 0.02438% and U-6 0.0225% in parts of Sun City). The starting value is the Census median market value, not an assessed value. Fixed charges: the Riverside County Flood Control NPDES stormwater assessment for the Santa Ana watershed benefit area, which includes Menifee on the District's map, $3.75 per benefit assessment unit for FY 2026-27 (one unit for a single-family home on a 7,200 square foot lot; larger lots pay $22.50 an acre).
  • Not included because they depend on the parcel: Mello-Roos CFDs (below); County Service Area charges on many parcels in 2026-27 (CSA 84 street lights, Sun City core and east Menifee, 15,911 parcels at $10.36 to $155; CSA 145 street lights, landscaping and parks, Sun City and west Menifee, 7,743 parcels at $26.78 to $828.62; CSA 86 Quail Valley, 3,846 parcels at $80 to $121.17); Landscape and Lighting Maintenance District 89-1-C (8,701 parcels, about $920,600 in all); and MWD/EMWD standby charges. Your tax bill lists them.
  • Mello-Roos: the City's 2026-27 fixed charge summaries list maintenance CFD levies (CFD 2012-1 Audie Murphy Ranch, 2012-2 Hidden Hills, 2015-2 and 2017-1 zones) on about 9,100 parcels in residential tracts (averages by tract about $260 to $1,370 a year; Audie Murphy Ranch's 2,356 parcels about $1,110), and bonded facilities CFDs for the newest tracts (for example CFD 2020-1 McCall Mesa, 258 parcels, about $3,070 each; CFD 2022-1 Quartz Ranch, 379 parcels, about $3,360; CFD 2023-1 Rockport, 305 parcels, about $3,390), which come on top of that tract's maintenance CFD. Against about 33,800 single-family homes in Menifee (ACS 2020-2024), that is about 1 in 4. School district (Menifee Union, Perris Union High, Romoland) and EMWD CFDs in many tracts since the 1990s are not counted here.
  • Electricity: SCE's Tiered Rate Plan (Schedule D) with SCE generation, rates as of 10/1/26: 30¢ per kWh up to the baseline allocation and 39¢ above. Menifee is in SCE baseline region 10 (19.3 kWh a day June to September, 12.1 kWh a day the rest of the year), averaged over the year to about 441 kWh a month, plus SCE's $24.15 monthly Base Services Charge. The page starts at 633 kWh a month, the monthly usage in SCE's rate comparison with San Jacinto Power (same baseline region 10; SCE rates as of June 1, 2026). Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge. No city tax on utility bills was found, so none is applied. Insurance is the 2022 California average.
