How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water (Liberty Utilities, Apple Valley Ranchos Water, Schedule No. 1 effective July 1, 2025): the 5/8 x 3/4-inch meter charge ($37.90 a month) plus the $3.90 monthly CAP surcharge, and $3.414, $4.552 and $7.876 per Ccf for 0-6, 7-26 and over 26 Ccf a month, each with the $0.323 per Ccf surcharge that runs for 12 months from January 1, 2026; all of it times 1.007 for the 0.7% CPUC reimbursement fee (so $42.09 a month plus $3.76, $4.91 and $8.26 per Ccf). Expired temporary surcharges and one-time credits on the schedule are left out. The CPUC decided Liberty's 2025 general rate case on May 14, 2026 (D.26-05-032) and ordered new rates by advice letter; Liberty's posted tariff still shows the July 2025 interim rates, so your bill may change when the new rates are filed. The page starts at 12 Ccf a month, the average residential use in the 2024 rate-case notice. Golden State Water and small water districts serve some neighborhoods at other rates.
  • Sewer: about 70% of Apple Valley's developed properties are on septic systems (the Town's Local Agency Management Program for onsite wastewater systems, submitted to the Lahontan Water Board), so the totals start with no sewer charge. Homes on the Town sewer (7,838 residential connections in the Town's 2025 Sewer System Management Plan) pay $74.28 per billing period on the Town's 2025 hardship rate chart; that chart says 'bi-weekly', but its trash prices match the Town's bi-monthly residential schedule, so this is about $37.14 a month ($446 a year), the rate the Town's 2018 sewer rate resolution set from July 2021 (the resolution itself is no longer online). We found no newer sewer rate. Septic pumping and upkeep are not included. Trash: the Town's residential barrel rates effective July 1, 2026, billed every two months ($87.20 for a 95-gallon barrel, so $43.60 a month; the page starts at 95 gallons).
  • Property tax: tax rate area 021-007, which has the most homeowners' exemptions of the Town's tax rate areas in the county's 2023 tax rate area map; almost all Apple Valley areas carry the same rates. San Bernardino County's 2026-27 rates (Resolution 2026-133): the 1% general levy plus Apple Valley Unified (0.0257%) and Victor Valley Community College (0.0208%) bonds and Mojave Water Agency No. 2 (0.055% on land and improvements), about 1.1015% in total, less the $7,000 homeowners' exemption, applied to the value you enter. Not included: the Mojave Water Agency's 0.1125% levy, which applies to land value only (on a home whose land is assessed at $100,000 it adds about $113 a year), and direct charges that depend on the parcel, such as the Apple Valley Fire Protection District's voter-approved Measure A special tax (about $60 a year or more for a home: it continued the district's earlier fire tax with a $59.88-a-year increase in 2016 and is adjusted each year with the consumer price index; the district budgeted a 2.0% increase for 2025-26; the district does not publish the per-parcel amount online), Town landscape and lighting or assessment districts, and delinquent utility liens. Your tax bill lists them. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
  • Electricity: Apple Valley Choice Energy's default Core Choice generation with SCE delivery on SCE's TOU-D-4 time-of-use rate, from SCE and AVCE's joint rate comparison ($0.42536 per kWh in total for Baseline Region 14, SCE rates as of June 1, 2026 and AVCE rates as of November 1, 2025; its $280.31 average bill at 659 kWh is that rate times the usage, built from a full year of climate-zone load data, so a year-round average), plus SCE's $24.15 monthly Base Services Charge. Customers who opted out of AVCE pay SCE generation instead ($0.37830 per kWh in the same comparison).
  • Gas: Southwest Gas Schedule GS-10 from the Statement of Rates effective October 1, 2026 ($5.75 a month, $2.35304 per therm up to the baseline and $2.56948 above). We take the baseline as the Victorville climate zone's daily allowances averaged over the year (6 summer months at 0.46 therms a day, 3 spring and fall months at 1.45 and 3 winter months at 2.11), about 34 therms a month; the tariff does not list which climate zone each community is in, and real bills use the seasonal allowance. The gas cost in the rate ($0.26205 per therm in October 2026) changes from month to month. The page starts at 37 therms, Southwest Gas's average Southern California non-CARE use. Insurance starts at the 2022 California average.
