How these numbers are made
- Garbage: Pleasant Hill's approved 2026 rate for a 32-gallon landfill cart, $36.40 a month, from the RecycleSmart residential rate comparison (Republic Services bills Pleasant Hill homes directly). We did not find a published 2026 price list for the 20, 64 and 96-gallon carts, so only the 32-gallon price is shown.
- Water: about three quarters of Pleasant Hill's single-family parcels (6,261 of 8,424 by the EPA water-system boundaries) are in Contra Costa Water District's system (CA0710003), and the page starts there; about a quarter (2,126), in the southwest, are in EBMUD's (CA0110005), and a few homes are served by the Martinez Water District (not modelled). CCWD: the February 1, 2026 rates for a 5/8 inch meter, $1.01 a day ($30.72 a month) plus $6.98 per unit usage and the $0.13 Zone 1 energy charge ($7.11 per unit); homes in higher energy zones pay up to $2.24 more per unit. The page starts at 8 units a month, half of the 16-unit bimonthly median single-family use in CCWD's 2025-2026 rate study. EBMUD: Schedule A from July 1, 2026 (monthly column) without an elevation surcharge; homes in Elevation Band 2 or 3 pay $1.33 or $2.84 more per unit.
- Sewer: Central San's $784.00 single-family charge (Ordinance 339, from July 1, 2026), on the tax bill as CCCSD SEWER CHG and counted with the tax bill's flat charges. It was on all 30 Pleasant Hill single-family bills we sampled. There is no sewer charge on the water bill.
- Property tax: Contra Costa County 2026-27 rates for tax rate area 12029, which holds 3,138 of the 8,424 single-family parcels with a Pleasant Hill address in Pleasant Hill tax rate areas (12xxx). All 30 bills we sampled across tax rate areas 12006, 12012, 12018, 12019, 12029, 12034, 12064 and 12081 had the same 1.1167% rate: 1% countywide tax, 0.0705% Mt. Diablo Unified bonds (2002, 2010 and 2018 issues), 0.0152% community college bonds, 0.0129% Pleasant Hill Recreation & Park District, 0.0163% BART and 0.0018% East Bay Regional Park District, less the $7,000 homeowners' exemption. Flat charges on every sampled bill: Central San sewer $784.00, Mt. Diablo Mello-Roos $67, Pleasant Hill Recreation & Park LLD $47, county stormwater $30 (27 of 30 bills), Measure AA $12, emergency medical services $10, regional trails $5.44 and mosquito and vector control $4.74; the CCWD land levy (21 of 30 bills, none in the EBMUD area) is counted at the $6.77 median of the bills that carried it.
- The starting value is the median 2026 assessed value of single-family parcels (use code 11, single family, and 19, single family detached with common area) with a Pleasant Hill address in Pleasant Hill tax rate areas, $684,089; under Prop 13 recent buyers have higher assessed values. Homes with a Pleasant Hill mailing address in unincorporated tax rate areas (79xxx) are outside the city and not modelled. A few neighborhoods carry extra assessments (Diablo Vista $452.52, Assessment District 20 street lighting $33.50 on the bills we sampled) that are not in the totals.
- Electricity: PG&E schedule E-1 for a non-CARE (Income Tier 3) home with MCE Light Green generation, the default in Pleasant Hill (an MCE member community since 2021). Delivery is PG&E's E-1 total bundled rate ($0.32561 Tier 1, $0.40702 Tier 2) minus its $0.12855 generation charge and its ($0.01011) Bundled PCIA; to that we add MCE's April 1, 2026 Light Green E1 generation ($0.12855) and the $0.03720 PCIA and franchise fee from the March 1, 2026 PG&E-MCE comparison: $0.37292 per kWh up to the baseline and $0.45433 above. PG&E's $0.79343 a day base services charge is $24.13 a month. Baseline: territory X (Contra Costa County outside the S and T portions), 9.8 kWh a day for 4 summer months and 9.7 for 8 winter months, about 296 kWh a month. Gas: PG&E G-1 (Oct. 1, 2026) $2.42480 and $2.92792 per therm plus the $0.12103 public purpose surcharge, territory X baseline weighted 7 summer, 3 off-peak and 2 on-peak months (about 30.1 therms a month). We found no city tax on Pleasant Hill electricity or gas bills, so none is added. Typical use is PG&E's 2024 residential average (EIA, about 500 kWh a month) and California's 2024 residential gas average (EIA, about 32 therms a month). Insurance is the 2022 California average homeowners premium (NAIC via the Insurance Information Institute) until you enter your own.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
