How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water and sewer: Jurupa Community Services District serves Eastvale (EPA's water system map puts all of a sample of 80 Eastvale parcels in JCSD). Water, rates effective July 1, 2026: $50.45 a month for a 5/8- or 3/4-inch meter plus $1.21 per HCF up to 11, $2.56 up to 17, $3.82 up to 26 and $4.20 above. The page starts at 17 HCF a month, the annual-average example in JCSD's 2024 rate notice. Sewer: JCSD's $26.97 monthly base charge per EDU plus $2.78 per HCF of water, with the usage charge capped at 8 HCF.
  • Trash: WM's Fiscal Year 2026-27 single-family rate, $37.99 a month from July 1, 2026 (Resolution 26-17, adopted May 27, 2026), the same price for a standard, 64-gallon or 35-gallon trash cart. WM bills it quarterly, so a bill shows three months.
  • Property tax: Riverside County's 2026-27 rates (Resolution 2026-153, adopted August 25, 2026) for the combination of districts in most of Eastvale's tax rate areas (29 of the 38 listed for Eastvale in the Auditor-Controller's FY 2025-26 table, for example 027-002, covering about 98% of the parcels inside city limits in the county's parcel map): the 1% levy, Corona-Norco Unified (0.0678%), Riverside City Community College District (0.02767%) and MWD West (0.0085%), about 1.104% in total, less the $7,000 homeowners' exemption, applied to the value you enter. Areas in Jurupa Unified pay its 0.08% rate instead of Corona-Norco's. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
  • Fixed charges: the Riverside County Flood Control NPDES stormwater benefit assessment for the Santa Ana watershed, $3.75 per benefit assessment unit for FY 2026-27 (one unit for a single-family home on a 7,200 square foot lot). Not included because they depend on the parcel or we could not find the per-home amount: Mello-Roos special taxes in community facilities districts of JCSD and Corona-Norco Unified, which cover many Eastvale tracts (in the Auditor-Controller's FY 2026-27 special assessment summary, JCSD CFD debt service levies average roughly $400 to $3,300 per parcel and its CFD maintenance levies roughly $130 to $1,200; Corona-Norco Unified CFDs roughly $1,000 to $3,800), Eastvale landscape maintenance district 2001-3 zones (about $5 a parcel), the MWD standby charge and the Northwest Mosquito and Vector Control District charge. Your tax bill lists them.
  • Electricity: SCE's Tiered Rate Plan (Schedule D) with SCE generation, rates as of 10/1/26: 30¢ per kWh up to the baseline allocation and 39¢ above. Eastvale is in SCE baseline region 10 (19.3 kWh a day June to September, 12.1 kWh a day the rest of the year), averaged over the year to about 441 kWh a month. Plus SCE's $24.15 monthly Base Services Charge. The page starts at 633 kWh a month, the monthly usage in SCE's published residential rate comparison (SCE rates as of June 1, 2026). Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.830 per therm. Insurance starts at the 2022 California average.
