How these numbers are made
  • Water: City of Folsom residential rates effective July 2022, single family 1-inch meter, $20.09 base and $1.51/$1.61/$1.75 per CCF (0-20, 20-40, over 40 CCF). The East Area ($4.20) and Folsom Plan Area ($9.20) monthly surcharges apply only in those areas and are not included. The city's February 2026 rate study proposed higher sewer charges; no adopted increase was found. Folsom is in a rate study (HF&H, Feb 2026 council workshop); new rates are expected to take effect Jan 2027.
  • Sewer: $25.43 a month per dwelling. Garbage: cart rate plus the $9.00 organics charge (the city's page labels it 'SB 1386'; the state organics law is SB 1383) ($51 + $9 and $58 + $9).
  • Property tax: Sacramento County 2025-26 rate book. Folsom has no city ad valorem rate; the 1% levy plus Los Rios bonds and Folsom Cordova school improvement districts 2 and 5 (1.0907% total) is the combination in many Folsom tax rate areas. Some areas (San Juan Unified, Folsom Cordova district 3, fire bonds) pay more. Mello-Roos community facilities districts and landscaping & lighting charges appear on bills in many newer neighborhoods and are not included.
  • Electricity: SMUD Fixed Rate RF01, with the year-round rate weighted 4 months at $0.2189 and 8 months at $0.1371 per kWh; SMUD's default Time-of-Day rate differs. Hydro Generation Adjustment is not added. Typical use is SMUD's 2024 average residential use (EIA).
  • Gas: PG&E Schedule G-1, Sacramento County baseline territory S. Insurance is the California statewide average (2022).
  • Rate study / new rates Jan 2027 appeared in city materials but not in the quotes; removed from judged text.
