How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: City of Fullerton Schedule W-R (effective July 1, 2023, the latest schedule we could retrieve): $36.02 a month for a 5/8-inch meter plus $3.58, $6.90 and $7.42 per 1,000 gallons in three tiers (up to 12,800 and 33,000 gallons a month). The City may have adopted later increases after its 2024 rate study that we could not retrieve. We found no published typical use, so the page starts at its default. A January 2025 local news report said the City added 15,000 gallons to each billing tier after its 2024 billing-system change; we could not confirm whether that was permanent, so the tier sizes here may differ.
  • Trash: the City's July 1, 2026 maximum single-family basic rate of $30.78 a month (Republic Services). We did not confirm who bills it. Sewer: OC San's $397 regional fee is on the property tax bill; the City's own sewer fee is on the water bill (the City's FAQ describes 40% of water use, with a dollar rate we did not find) and is not included.
  • Property tax: tax rate area 03-000 (Fullerton School District, Fullerton Joint Union High School District and North Orange County Community College District bonds plus the Metropolitan Water District levy), 1.10664% for 2026-27 from the Orange County tax rate book, less the $7,000 homeowners' exemption. Other Fullerton tax rate areas differ (for example Buena Park or Brea-Olinda school areas). Flat charges: the two countywide Orange County Mosquito and Vector Control District assessments. Metropolitan's water standby charge, assessment districts and Mello-Roos charges that only some parcels carry are not included. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
  • Electricity and gas use the same SCE Domestic rate with SCE generation, $24.15 Base Services Charge and SoCalGas average-bill method as the Tustin page (SCE rates as of June 1, 2026; SoCalGas August 2026). Insurance starts at the 2022 California average.
