How these numbers are made
- Garbage: Daly City's single-family curbside rates from July 1, 2025 ($42.43 a month for a 32/35-gallon cart, $83.88 for 64 and $125.33 for 96, recycling and organics included), adopted by the City Council on August 12, 2024 (Resolution 24-137) for the rate period through June 30, 2027. The City bills garbage on the water bill every other month.
- Water: Daly City's FY 2026-27 bi-monthly rates halved to a month: $63.65 base for a 5/8" or 3/4" meter (about $31.83 a month), $7.99 per HCF for the first 13 HCF of a two-month bill (6.5 a month), $10.58 to 26 HCF (13 a month) and $14.60 above. The page starts at 7.5 HCF a month, one-twelfth of the 90 CCF a year the sewer district uses as its average. About 3% of the city's land, in the Westlake area, is served by California Water Service (South San Francisco district) instead, at other rates.
- Sewer: the North San Mateo County Sanitation District's 2026-27 charge of $11.67 per CCF ($140.04 minimum) is on the property tax bill; we count its stated average of $1,050.30 (90 CCF) with the tax bill's flat charges. Some neighborhoods are in other sewer districts.
- Property tax: San Mateo County's 2025-26 rates for tax rate area 005-001, the rate shared by most Daly City tax rate areas (1% general tax, Jefferson Elementary bonds 0.0570%, Jefferson Union High bonds 0.0852%, San Mateo County Community College bonds 0.0180%: 1.1602% in all), less the $7,000 homeowners' exemption. Flat 2026-27 charges counted ($1,330.10 a year): sewer $1,050.30 (counted as Sewer), Jefferson Union High parcel taxes $95 (Measure Z, approved November 2024 with 76.97%) and $58 (Measure Y, through June 2029), Jefferson Elementary parcel tax $88 (Measure C, approved March 2024 with 69.83%, from July 1, 2026), mosquito and disease control assessment $26.80 (Zone A rate per single-family home) and Bay Restoration Measure AA $12. Other direct charges on individual bills (for example PACE or special assessment districts) are not included.
- The starting home value is the Census ACS 2020-2024 median value (the median value reported by owners of owner-occupied homes) of owner-occupied homes in Daly City ($1,115,000); an owner who bought years ago has a lower assessed value under Prop 13 and pays much less. Enter the assessed value from your tax bill.
- Electricity: PG&E schedule E-1 (the tiered plan; many PG&E homes are on time-of-use plans instead) for a non-CARE (Income Tier 3) home with WestLight Energy ECOplus generation: PG&E's E-1 total ($0.32561 Tier 1, $0.40702 Tier 2) minus its $0.12855 generation charge and its ($0.01011) Bundled PCIA, plus WestLight's July 2026 E-1 rate with PG&E surcharges of $0.11252, for $0.31969 per kWh up to baseline and $0.40110 above. ECO100 costs 1 cent more per kWh. The $0.79343 a day base services charge is about $24.13 a month. Baseline is territory T (6.5 kWh a day for 4 summer months, 7.5 for 8 winter months, about 218 kWh a month). Typical use is the 374 kWh a month in the PG&E-WestLight E-1 rate comparison. Daly City's 5% utility users tax is added to electricity and gas.
- Gas: PG&E G-1 (Oct. 1, 2026) $2.42480 and $2.92792 per therm plus the $0.12103 public purpose surcharge; territory T baseline weighted 7 summer, 3 off-peak and 2 on-peak months, about 28.4 therms a month. Typical gas use is California's 2024 residential average (EIA, about 32 therms a month). Insurance is the 2022 California average homeowners premium (NAIC via the Insurance Information Institute) until you enter your own.

How Daly City compares
A typical Daly City house against the 110 California cities we cover, using the same default numbers as the total above.
| Per year | Daly City | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.16% | 1.13% | higher than 69 of the other 109 California cities we cover |
| Water | $1,132 | $955 | higher than 80 of the other 109 California cities we cover |
| Trash | $509 | $438 | higher than 74 of the other 101 California cities we cover |
| Electricity and gas | $3,009 | $3,556 | lower than 94 of the other 109 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 108 other California cities we cover |
| Total | $20,327 | $15,240 | higher than 91 of the other 109 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
