How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Property tax: the tax rate areas covering about 99% of Monrovia's 5,243 single-family parcels (LA County use codes 0100 and 0101) carry the same 2026-27 rates: the 1% levy, the City's voter-approved retirement tax of $0.128519 per $100 (Resolution No. 2026-41, July 7, 2026), the Monrovia Unified and Citrus Community College District bond rates from the LA County 2026-27 tax rate resolution and the Metropolitan Water District's 0.0085% (1.284324% in total, matching the county auditor's tax rate area lookup), less the $7,000 homeowners' exemption, applied to the value you enter. About 1% of single-family parcels are in the Duarte or Arcadia school areas and pay 1.37719% or 1.251217%. The starting value is the median 2026 roll value of single-family parcels; Prop 13 values of long-held homes are far below market.
- Flat charges on the tax bill for 2026-27: LA County Sanitation District No. 15's $212 sewer service charge (about 99% of the city's single-family parcels fall in District No. 15 on the Sanitation Districts' boundary map; the rest are in District No. 22 at $216), the Citywide Lighting and Landscaping Maintenance District at $56.23 for a single-family home in Zone A1 (full street lighting; 6,452 single-family parcels; 773 in Zone A2 pay $45.17, 574 in Zone A3 pay $34.11, and some parcels pay more for Myrtle Avenue medians or Gold Hill), the Park Maintenance District's $16.22, the City's voter-approved parcel taxes for a single-family parcel (Hillside Wilderness Preserve Open Space $39 and Maintenance $5, Library $62), Measure W (2.5 cents per square foot of impermeable area), where we use the median for Monrovia single-family parcels in the county's Safe Clean Water tax layer ($85.49), the San Gabriel Valley Mosquito and Vector Control District's $20 per parcel and the Metropolitan Water District's $9.27 standby charge for Upper San Gabriel Valley MWD lands (all of Monrovia lies in Upper District on MWD's member-agency map). Not included: the LA County flood control assessment, the trauma and emergency services tax and the county park district assessment, which vary by parcel, and the special taxes of Monrovia's community facilities districts, which apply only to a few new apartment and hotel developments.
- Water and sewer: placing each single-family parcel on the state water-system map, about 98% are in the City of Monrovia's system (the default here); a few edge parcels are on Cal-Am Duarte, Golden State Water or Arcadia systems, whose rates are not priced here. City water rates effective July 1, 2025 ($44.90 service charge for a 5/8- or 3/4-inch meter and $2.67 per unit of 748 gallons, i.e. per hundred cubic feet). Ordinance No. 2024-04 lets these rise each July 1 through 2028 by the Engineering News-Record construction cost index; we could not find the July 1, 2026 figures (the City's website blocks our checker), so 2025 rates are shown and actual 2026-27 water charges may be a few percent higher. The page starts at 10 units a month, the use the City's July 2025 bill insert bases its typical single-family bill on. Sewer is $15.71 a month from July 1, 2026 (the ordinance's fixed schedule), plus the residential storm drainage ($1.68) and street sweeping ($1.30) monthly fees from the City's 2026-27 fee schedule.
- Trash: Athens Services, the City's franchised hauler, bills residents directly. The City's Athens page put the typical 90-gallon residential service at $49.42 a month for 2025-26 and Athens rates rose 4.68% (CPI) on July 1, 2026 (about $51.73), but we could not load that page or the rate sheet in a form our checker can verify, so trash is left out of the total.
- Electricity: SCE and CPA's July 2026 joint rate comparison for Hermosa Beach, Monrovia and Santa Paula, Domestic rate with CPA 100% Green Power, Monrovia's preferred energy option ($0.40019 per kWh in total; SCE rates as of June 1, 2026 and CPA rates as of July 1, 2026; its $209.30 average bill at 523 kWh equals that rate times the usage), plus SCE's $24.15 monthly Base Services Charge. Customers who opted down to CPA Lean Power pay $0.36641 and SCE generation $0.37392. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.830 per therm. Both are averages; real bills vary by season. Insurance starts at the 2022 California average.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
Questions to ask your candidates
Each one starts from a number above. Any candidate can answer them.
1. Property tax rate
The fact: Monrovia's property tax rate is 1.28%, higher than 102 of the other 109 California cities we cover. The rate adds up every agency on the bill, not only the city.
Ask: "Property tax in Monrovia is 1.28%, higher than 102 of the other 109 California cities we cover. What should that money pay for first, and would you change anything about how it is set?"
2. Sewer and utility-bill fees
The fact: Sewer and flat utility-bill charges here come to about $224 a year, lower than 58 of the other 76 California cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.
Ask: "Sewer and flat utility-bill charges here cost about $224 a year, lower than 58 of the other 76 California cities we cover. What drives that cost, and would you change anything?"
