How these numbers are made
- Garbage: Waste Management of Alameda County's Hayward residential monthly rates for March 1, 2026 to February 28, 2027 (weekly curbside garbage, $32.20 for 20 gallons, $47.05 for 32, $83.91 for 64, $120.73 for 96).
- Water and sewer: City of Hayward rates effective October 1, 2026, converted from bi-monthly to monthly (service fee $43.82 / 2; tier breakpoints 8 and 18 CCF / 2). Typical use is the City's 12 ccf per bi-monthly period, 6 a month. Sewer is the standard residential $53.57 a month from July 1, 2026; it is entered as a monthly utility charge.
- Property tax: Alameda County's 2025-26 Tax Rates book for code area 25-002 (1.1724% in all: 1% countywide, County GO bond 0.0084%, Hayward Unified bonds 0.09%, Chabot-Las Positas bonds 0.0389%, BART 0.0152%, Hayward Area Recreation & Park 0.0188%, East Bay Regional Park 0.0011%), less the $7,000 homeowners' exemption. Hayward has several code areas; 25-002 is used as a typical area with Hayward Unified schools and we could not confirm it has the most homes. Areas with San Lorenzo schools differ.
- Flat charges: county paramedic special tax $42.42 and vector control $12.69 (FY 2026-27 proposed), Measure AA $12, household hazardous waste $7.80, Hayward Unified Measure A $88. The starting value is the Census ACS 2020-2024 median market value; under Prop 13 an owner who bought years ago has a lower assessed value.
- Electricity and gas: PG&E E-1 with Ava's generation, income tier 3 base services charge, baseline territory X; PG&E G-1 plus the public purpose surcharge; the City's 5.5% utility users tax is added to both. Typical use is 371 kWh (PG&E's Ava example bill) and 31.7 therms (EIA California average). Insurance is the 2022 California average premium (NAIC via the Insurance Information Institute).
- Not counted: Hayward tax-bill charges we could not source (for example AC Transit and flood-control charges, and any local landscape or lighting district charges that apply to some neighborhoods).
- Electric tier rates combine PG&E E-1 delivery with Ava generation and PCIA credit; modelled estimate, not a quoted figure.
- Plan name 'Bright Choice' omitted from judged text: the rate sheet doesn't name it; Ava's default plan is assumed.
