Your water

Source
A blend of about 85% groundwater and 15% imported surface water. The groundwater comes from four City wells in Fountain Valley; the imported water is mostly from the Colorado Aqueduct, treated at Metropolitan's Diemer plant.
Hardness
Total hardness averaged 232 ppm as CaCO3 (14 grains per gallon) in the City's groundwater and 236 ppm (14 grains per gallon) in Metropolitan's treated surface water, in 2025.
Lead
Lead was not detected in any of 30 homes tested at the tap in 2024, and the City's 2024 inventory found no lead or galvanized service lines requiring replacement.
Standards
The City says its drinking water meets or exceeds all federal and California water quality standards.

About a fifth of Newport Beach homes get water from Irvine Ranch Water District and about 6% from Mesa Water District, mostly with sewer service from other agencies too. Their rates and water quality differ and are not shown here; check the provider on your water bill.

How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water and sewer (City of Newport Beach FY 2026-27 Schedule of Rents, Fines and Fees, the January 1, 2026 step of Resolutions 2023-74 and 2023-75): $36.59 a month water service charge for a meter under 1 inch (most homes have a 5/8- or 3/4-inch meter) plus $4.36 per HCF for all water used; sewer $15.65 a month plus $0.57 per HCF of water. The page starts at 10 HCF a month, the City's typical single-family customer in its 2023 rate hearing report. Rates rise again on January 1, 2027 ($41.59, $4.46, $18.95 and $0.59). The $6.59 monthly recycling fee per residential unit is shown with the water bill; the City says it is on either the municipal bill or the property tax roll.
  • Other water systems: by our count of 2020 Census housing units in blocks whose centroids fall inside the city limits, about 73% of homes lie only inside the City of Newport Beach's EPA water-system boundary, about 21% also inside Irvine Ranch Water District's and about 6% inside Mesa Water District's. Irvine Ranch Water District areas get sewer from IRWD and pay no OC San fee on the tax bill (OC San Revenue Area No. 14), and Santa Ana Heights gets trash service from Costa Mesa Sanitary District; their charges are not modeled here. About 600 properties on City sewer but outside City water pay a flat City sewer charge ($21.35 a month for a 5/8- or 3/4-inch meter) on the property tax roll.
  • Trash: the City pays CR&R for residential collection from its General Fund, so there is no trash fee.
  • Property tax: tax rate area 07-001 (the 1% levy, Newport-Mesa Unified bonds, Coast Community College District bonds and the Metropolitan Water District levy), 1.05129% for 2026-27 from the Orange County tax rate book; by our count 145 of the city's 243 tax rate areas carry this rate on all property. Others: 1.02605% where there are no Coast Community College District bonds, 1.01226% in Laguna Beach Unified areas and 1.14059% in Santa Ana Unified areas; some add Irvine Ranch Water District improvement district rates on land only. The $7,000 homeowners' exemption comes off the value you enter. Flat charges: OC San's $397 regional sewer service fee for a single-family home, the two countywide Orange County Mosquito and Vector Control District assessments ($9.34 and $1.92) and Metropolitan's water standby charge. The rate book labels Metropolitan's levy in 07-001 'MWDOC CMWD', the label it also uses in Laguna Beach, San Clemente and Dana Point tax rate areas; we read that as former Coastal MWD territory, charged $11.60 a parcel in 2026/27 (other MWDOC parcels $10.09). Assessment district or Mello-Roos charges that only some parcels carry are not included. The starting value is the Census median market value, which the Census caps at $2,000,000; under Prop 13 a home's assessed value can be far lower, and the market value of most homes here is higher.
  • Electricity: Newport Beach is not one of the Orange County Power Authority's member communities (Buena Park, Fullerton, Irvine, Fountain Valley), so we use SCE's standard Domestic rate with SCE generation from SCE's joint rate comparison with OCPA ($0.38865 per kWh in total, SCE rates as of June 1, 2026; its $203.26 average bill at 523 kWh is that rate times the usage), plus SCE's $24.15 monthly Base Services Charge. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.830 per therm. Both are averages; real bills vary by season and time of use. Insurance starts at the 2022 California average; Newport Beach homes are worth far more than average, so quotes are likely much higher.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Newport Beach's property tax rate is 1.05%, lower than 101 of the other 109 California cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Newport Beach is 1.05%, lower than 101 of the other 109 California cities we cover. What should that money pay for first, and would you change anything about how it is set?"
