How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water (City of La Habra): the 5/8-inch meter fixed charge and three residential tiers (0-8, 9-16 and 17+ ccf per month) from the City's 2023 rate notice, last step 1/1/2025; the City's 8/1/2026 and 1/1/2027 water-sewer rate calculators show the same water rates, so we found no later water rate change. The page starts at 16 ccf, the typical single-family use in that notice. Part of La Habra may be served by other water companies; not modelled.
  • Sewer and trash are billed by the City: sewer from August 1, 2026 ($6.04 fixed plus $0.58 per ccf, billed on at most 20 ccf a month; the City's schedule lists $6.35 fixed plus $0.61 per ccf from January 1, 2027), trash $35.89 a month for FY 2026-27 regular service. OC San's $397 regional sewer fee for a single-family home is a line on the property tax bill. The 20 ccf cap is stated for the Aug 1, 2026 rates; assumed unchanged in 2027.
  • Property tax: tax rate area 06-003 (La Habra City School District, Fullerton Joint Union High School District, North Orange County Community College District and Metropolitan Water District), 1.11409% in total for 2026-27 from the Orange County tax rate book, less the $7,000 homeowners' exemption, applied to the value you enter. La Habra has no city rate on the bill. Other tax rate areas in the city differ. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower. Not included: Mello-Roos or other special assessments that only some parcels carry.
  • Electricity: SCE Domestic rate ($0.38865 per kWh) plus the $24.15 monthly Base Services Charge. Gas: SoCalGas August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge, so $4.87 a month plus $1.830 per therm. Averages; real bills vary by season. SCE's $203.26 average bill at 523 kWh is the $0.38865 rate times usage ($203.27); the $24.15 Base Services Charge is added on top. We found no city utility tax: the State Controller's city tax data shows none for La Habra in 2020-2024 and the FY 2026-27 proposed budget lists none. The City receives 2% franchise fees from SCE and SoCalGas. The $24.15 charge is for customers not on CARE or FERA (deed-restricted affordable housing gets a discount); not modelled.
