How these numbers are made
- Garbage: WM of Woodland's bundled monthly rates effective September 1, 2025 ($39.67, $42.60 and $56.77 for 35, 64 and 96 gallons); the 64-gallon cart is a default pick, not a stated most-common size. WM's $0.70 state-mandated charge per household is not added.
- Water and sewer: City of Woodland rates effective January 2026 for a meter 2 inches or smaller; consumption prices per CF were multiplied by 100 to show per CCF, and the 1,200 and 3,600 CF tier limits are 12 and 36 CCF. Typical use of 12 CCF is the example single-family customer in the City's 2021 Proposition 218 notice (the City's Metered Rates page gives a monthly bill example, so charges are modelled as monthly). The City's rate notice says a water rate study update is due before the final adjustment.
- Property tax: the Yolo County 2025-26 schedule gives 1% plus the Woodland Joint Unified 2020 bond rate of 0.025% (the 1999 bond is 0.000%); 2026-27 rates were not published yet. No flat direct charges or special districts were sourced for typical Woodland parcels, so none are included; some parcels have them. The Census median is a market value, so most long-time owners pay on a lower assessed value.
- Electricity: most Woodland homes buy generation from Valley Clean Energy and delivery from PG&E; the model uses PG&E's published total E-1 bundled rates, whose generation portion is close to VCE's default price (VCE sets its rates as a discount to PG&E generation). Baseline is Yolo County territory S (summer and winter baselines blended into a year-round average); base services charge is the Income Tier 3 amount.
- Gas: PG&E G-1 baseline and excess prices plus the residential public purpose surcharge, with territory S baselines blended across the year. Typical use for electricity and gas is the utility's or state's residential average from EIA. Insurance is the California average premium, not a Woodland figure.
