How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: Golden State Water's Region 3 residential schedule (effective April 3, 2026): $36.76 a month for a 5/8 x 3/4-inch meter and $4.921, $5.659 and $6.508 per Ccf in the three tiers, plus the $0.147 and $0.006 per Ccf surcharges in special conditions 3 and 8 added to each tier. Other per-Ccf surcharges in the same schedule (special conditions 4, 5 and 6) were left out because their stated periods have ended or are ending. Golden State Water's 14 Ccf figure is its example for an average residential customer. The $0.147 per Ccf surcharge excludes customers receiving the CAP credit, so those customers pay $0.147 less per Ccf than shown; the $0.006 per Ccf surcharge runs for 12 months beginning April 3, 2026. Part of Placentia is served by Yorba Linda Water District instead, which we did not model.
  • Sewer: the City of Placentia's sewer fee study rate of $0.55 per CCF of water used plus the monthly CIP flat fee, $12.00 from FY 2026-27 (the study's schedule; the City's sewer page says Ordinance O-2025-09 adopting these rates passed October 21, 2025). Our sewer estimate assumes the fee is charged on the water-use figure you enter. OC San's $397 fee is separate and on the tax bill.
  • Trash: the City's FY 2026-27 standard 3-cart single-family rate of $51.16 a month ($613.92 a year) billed on the property tax roll, counted once as a monthly trash charge and not repeated in the tax bill charges.
  • Property tax: 2026-27 Orange County rate of 1.08146% shared by most Placentia tax rate areas (1% levy + Placentia-Yorba Linda Unified and North Orange County CCD bonds + MWDOC), less the $7,000 homeowners' exemption, applied to the value you enter. The starting value is the Census median market value; a Prop 13 assessed value is often far lower. Other direct charges, Mello-Roos and special taxes that only some parcels carry are not included.
  • Electricity: SCE's standard Domestic rate of $0.38865 per kWh from SCE's June 2026 rate comparison plus the $24.15 Base Services Charge, at 523 kWh. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge, so $4.87 a month plus $1.830 per therm; averages vary by season and commodity rates change monthly. City franchise fees were not separately sourced. Insurance starts at the 2022 California average.
