How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Property tax: Ventura County's 2026-27 rates for tax rate area 10000 (the 1% levy, Ventura County Community College District bonds, two Moorpark Unified School District bond rates and Metropolitan Water District), 1.0703% in total; 78 of the 91 Moorpark city tax rate areas in the county's 10000-10999 rate book carry this total and the rest range from 1.0487% to 1.0649%. The $7,000 homeowners' exemption comes off the value you enter. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
  • Fixed charges: the Ventura County Watershed Protection District benefit assessment for Moorpark in Zone 3 ($24.88 operations and maintenance + $4.35 District NPDES + $0.00 City NPDES = $29.23 a year for a standard 0.2-acre single-family lot), from the District's report labeled FY 2025/2026. Larger lots pay more. Not included because the amount depends on the parcel: Mello-Roos or other special taxes some tracts carry; your tax bill lists them.
  • Water and sewer: Ventura County Waterworks District No. 1 is both. Water uses the residential tiers and the 3/4-inch monthly meter charge in the county's exhibit for the billing cycle on or after January 1, 2025 (the proposed column; we could not find a later adopted schedule, and the district has passed Calleguas increases through since 2023, so current rates may be higher). The 28-day-cycle tier limits (9.33 and 23.33 HCF) are scaled to a 30.4-day month. Sewer is $30.50 per equivalent residential unit (one for a single-family house), the July 1, 2024 rate, taken as a monthly charge. A news preview reported a county hearing set for Aug. 18 on proposed sewer increases for this district (30% in FY 2026-27); we could not read the county's notice or find the outcome, so the sewer charge may be higher now.
  • Trash: Waste Management's City of Moorpark rates effective January 1, 2026, $34.38 a month for the 64-gallon trash cart with organics and recycling carts, billed every two months by Waste Management. The source is the rate exhibit the City posts, which shows an unnumbered draft resolution ("Resolution No. 2025-____"); we found no record of its adoption, so these rates, including the senior and 32-gallon rates, are as posted by the City, draft resolution.
  • Electricity: SCE's Domestic rate, $0.37392 per kWh in total (SCE and Clean Power Alliance's Clean Power option price the same), plus SCE's $24.15 monthly Base Services Charge; the comparison's average bill equals that rate times usage, so it is a year-round average. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge, so about $4.87 a month plus $1.830 per therm. Insurance starts at the 2022 California average.
