How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: Fontana has five water companies. By our count of homes with a homeowners' exemption inside each system's boundary on the EPA service-area map, Fontana Water Company serves about 79%, West Valley Water District about 11% and Cucamonga Valley Water District about 9%, so Fontana Water Company is the default. Fontana Water Company (Schedule FO-1C, effective July 20, 2026, from the 2026-27 rate case decision): the 5/8 x 3/4-inch meter charge of $24.01 a month and $4.7852, $5.5028 and $7.1536 per Ccf for the first 11, next 13 and over 24 Ccf a month, each plus the $0.3605 per Ccf CAP surcharge paid by non-CAP customers. Left out: the temporary $0.1751 per Ccf surcharge (24 months from March 1, 2025), the $5.08 monthly sur-credit (August 2025 to January 2027), the one-time $6.34 credit of September 2026, the $0.0128 per Ccf surcharge requested from November 1, 2026 (Advice Letter 636), and the CPUC reimbursement fee (Schedule AA-UF). The page starts at 12 Ccf a month, the average-use residential customer in the CPUC's fact sheet for the rate case. West Valley Water District (January 1, 2026): $23.82 a month for a 5/8- or 3/4-inch meter plus $2.33, $2.54 and $2.73 per unit for 1-10, 11-30 and over 30 units. Cucamonga Valley Water District (January 1, 2026): $28.26 for a 3/4-inch meter plus IEUA's $5.40 fixed pass-through, and $1.88, $2.33, $4.46 and $4.70 per HCF (tiers 0-6, 6-18, 18-36 and over 36 HCF, MWD pass-through included in tiers 3 and 4).
  • Sewer: the City of Fontana's flat charge per home (one equivalent dwelling unit), $14.55 collection plus $29.45 IEUA treatment, $44.00 a month from July 1, 2026 (Resolution 2026-068, adopted June 23, 2026). Homes in the part of the city whose sewage goes to the City of Rialto pay $89.90 for treatment instead ($104.45 in total). Homes on septic systems pay no sewer charge. Trash: Burrtec's single-family residential rate of $37.63 a month (rates effective July 1, 2025, still listed as the 2026 rate), collected yearly on the property tax bill (about $452 a year).
  • Property tax: tax rate area 010-000 (Fontana Unified, Chaffey Community College and Metropolitan Water District), the area with the most parcels with a homeowners' exemption in the county parcel map (about 19% of them); areas with the same districts hold about 56%. San Bernardino County's 2026-27 rates (Resolution 2026-133): about 1.1068% in total, less the $7,000 homeowners' exemption, applied to the value you enter. Other parts of Fontana have different school and water districts: north Fontana areas in Etiwanda Elementary and Chaffey Union High (about 24% of exempt homes) total about 1.072%; Fontana Unified areas in San Bernardino Valley Municipal Water District instead of MWD about 1.138%; and Colton Joint Unified areas with San Bernardino Community College and Valley District about 1.208%. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
  • Fixed charges: the trash charge is the only flat charge counted for a typical older home on the tax bill (it is shown under Trash). Not included because they depend on the neighborhood: Mello-Roos community facilities districts (CFDs) in newer tracts, mostly in north Fontana (14,464 parcels in the City's maintenance CFDs for 2026-27, and bond-funded CFDs whose 2026-27 rates for detached homes run from about $830 to over $4,000 a year), Landscape Maintenance District No. 1 (2,825 parcels, $77.76 to $495.92 a year per home) and the Village of Heritage and Hunter's Ridge landscape and lighting districts. Your tax bill lists them.
  • Electricity: SCE's standard Domestic rate with SCE generation from SCE's joint rate comparison with neighboring Pomona Choice Energy ($0.37392 per kWh in total, SCE rates as of June 1, 2026; its $195.56 average bill at 523 kWh is that rate times the usage, so a year-round average), plus SCE's $24.15 monthly Base Services Charge. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.830 per therm. Insurance starts at the 2022 California average.
