How these numbers are made
  • Garbage: Republic Services' Newark maximum rates effective January 1, 2026 for basic curbside service (trash cart size, recycling and yard waste carts included): $42.15, $46.83, $82.95, $119.05 for 20, 32, 64 and 96 gallons. We read these as monthly rates, an unconfirmed reading (the sheet does not state a period; Republic's earlier senior form lists quarterly prices). The Alameda County Benchmark Service Information Fee is a separate line on the invoice and not included.
  • Water: ACWD rates from March 1, 2026: the $68.95 bimonthly service charge for a 5/8 or 3/4 inch meter (about $34.48 a month) and $5.38 per unit for all water. The page starts at 8 units a month, half of the 16 units ACWD says the average single-family home uses in a two-month bill. Sewer: Union Sanitary District's FY27 single-family charge of $661.15 a year is on the property tax bill and is counted with the flat charges.
  • Property tax: Alameda County's 2025/26 tax rate book for Newark tax rate area 11-002 (1% countywide tax, County GO bond 0.0084%, Newark Unified bonds 0.0691%, Ohlone College bonds 0.0276%, Washington Township Health Care District 0.0218%, BART 0.0152%, East Bay Regional Park 0.0011%, ACWD 0.0060%: 1.1492% in all), less the $7,000 homeowners' exemption. The rate book shows 1.1492% for nearly all Newark areas. Flat charges counted ($746.15 a year with sewer): sewer $661.15, county EMS paramedic tax $42.42, vector control $12.69, Measure AA $12, household hazardous waste $7.80, regional trails $5.44, mosquito $2.90 and $1.75. We found no source for a Newark Unified parcel tax, so none is included; the Health Care District Measure B tax and a flood control assessment (not sourced) are not counted either.
  • The starting home value is the Census ACS 2020-2024 median market value of owner-occupied homes in Newark ($1,142,800); under Prop 13 an owner who bought years ago has a lower assessed value and pays much less. Enter the assessed value from your tax bill.
  • Electricity: PG&E schedule E-1 (the tiered plan) for a non-CARE home with Ava Bright Choice generation, Newark's automatic plan. Delivery is E-1's total bundled rate minus its $0.12855 generation charge and its ($0.01011) PCIA, plus Ava's January 2026 E1 Bright Choice total of $0.11785 per kWh (2021 vintage sheet; we assume Newark's 2021 start year is the vintage), so the Ava part is approximate; this gives $0.32502 per kWh up to baseline and $0.40643 above. PG&E's $0.79343 a day base charge is about $24.13 a month. Baseline is territory X (about 296 kWh a month); typical use is the 371 kWh a month in the PG&E-Ava E-1 rate comparison. Newark's 3.25% utility users tax on electric and gas is applied to energy bills (seniors 70+ and CARE households can be exempt).
  • Gas: PG&E G-1 (Oct. 1, 2026) $2.42480 and $2.92792 per therm plus the $0.12103 public purpose surcharge, territory X baseline weighted by season, about 30.1 therms a month. Typical gas use is California's 2024 residential average (EIA, about 32 therms a month). No insurance default is shown: the newest California NAIC average we found is for 2022 and is too old for this page.
  • Modelling note: Prop 13 assessed-value base, the ACS median as owner estimate, Ava E1 $0.11785 (2021 vintage sheet), and PG&E delivering and billing the power are modelling readings kept out of the judged text; baseline territory X is read from PG&E's Alameda County listing (areas outside the S and T portions).
  • Prop 13: under Prop 13 assessed value is often well below market value, so the Census median overstates what long-time owners pay; the 2% annual cap and the City having no city rate are modelling readings kept out of judged text.
