How these numbers are made
  • Individual bills are not public, so we calculate yours from public rates and what you tell us.
  • Property tax: the 1% levy plus the voter-approved school (Encinitas Union .03691, San Dieguito Union High .02003, MiraCosta .01140 per $100) and Metropolitan Water District (.007 per $100) rates for fiscal year 2025-26 (total 1.07534, the most common tax rate area range in the city that we found); the 2026-27 rate book was not yet published on October 22, 2026. Cardiff homes pay the Cardiff School District instead of the Encinitas Union rate. The starting value is the Census market median, not an assessed value. Assessed value is usually well below the market median for long-time owners, so most bills will be lower than the estimate: enter your assessed value.
  • Water: San Dieguito Water District serves Cardiff, Old Encinitas, Leucadia and part of New Encinitas; Olivenhain MWD serves the other parts. Bi-monthly SDWD charges and tier blocks are halved to monthly; the OMWD fixed charge is its system access charge plus the SDCWA infrastructure access charge for a 5/8-inch meter.
  • Sewer: Encinitas Sanitary Division charges are on the property tax bill; $781.95 is the FY 2025-26 schedule's single-family figure at an assumed 99.65 HCF a year ($49.52 fixed plus $7.35 per HCF), listed for new connections with no water history, so it is a modelled estimate, not a median of existing homes. It is the latest schedule we could confirm; the FY 2026-27 rate was not found and may be higher. Cardiff Sanitary Division and Leucadia Wastewater District homes pay different rates.
  • Garbage: $30.98 a month is the EDCO residential rate effective July 1, 2024 from an EDCO comparison table; the city page lists only commercial rates effective July 1, 2025, so the current residential rate may be higher. We could not read a residential July 1, 2025 rate on the city's rates page, so this figure is probably out of date.
  • Electricity: SDG&E delivery from the TOU-DR1 total rates table (0.32601 + 0.00591 per kWh), the 2021-vintage CCA PCIA ($0.03348; assumed for San Diego Community Power) and the PowerOn standard residential generation rate $0.13808, plus the $0.79343 daily Base Services Charge. Gas is not modelled: no source naming SDG&E gas service for Encinitas was found. The San Diego Community Power board made Power100 (PowerOn plus $0.01 per kWh) the default in Encinitas, so the default adds about $32 a year at this use. The generation rates ($0.13808 PowerOn, $0.12710 PowerBase) are from SDCP's rate sheet effective 1/1/2026; SDCP adopted new rates effective May 1, 2026 that we could not open, so they may differ slightly. SDG&E's delivery total (0.32601) is the same in every season and time-of-use period, so one flat rate is used. Power100 ($0.14780) is the default plan, about $32 a year more than PowerOn.
  • Insurance: the latest year in the Insurance Information Institute table is 2022 (California average, $1,492); newer premiums are not in it.
