How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: three districts serve Hemet, so it depends on your address. The page starts with Eastern Municipal Water District, the largest: placing 2020 Census block centroids in EPA's water system boundaries, about 50% of Hemet's homes are in EMWD's area only, about 34% in the City of Hemet's (the central part) and about 15% in Lake Hemet MWD's (the east); EPA lists the City system at 33,591 people and 9,658 connections, of Hemet's 89,833 residents (2020 Census). EMWD's 2026 rates: $0.870 a day in fixed charges (about $26.46 a month) and budget-based tiers modeled on EMWD's own average customer, 18 billing units a month at 100% of budget (from EMWD's 2023 rate presentation; the page starts at 18 units): Tier 1 $1.55 to 3.6 units, Tier 2 $4.51 to 18, Tier 3 $7.68 to 27, Tier 4 $14.85 above; your real budget depends on household size and irrigated area. City of Hemet water: a $29.93 monthly base rate for a 5/8-inch meter and $4.79 per 100 CF of use. Lake Hemet Municipal Water District: its July 1, 2026 Hemet/San Jacinto Valley rates, $36.30 a month for a 5/8-inch meter, $2.516 per CCF to 5 CCF, $2.722 to 13 and $4.320 above, before its power zone pumping charge ($0.15 to $1.07 per CCF by zone), which is not included.
  • Sewer: for EMWD homes where EMWD runs the sewer pipes, EMWD's consolidated rate schedule: rate S101 (Hemet, San Jacinto), $1.219 a day per EDU from January 1, 2026, plus the $0.156 daily sewer system capital projects charge, about $41.82 a month. City of Hemet water customers pay $53.98 a month on the City's bill (EMWD's $4.75 capital and $35.56 treatment charges plus the City's $13.67 sewer and storm drain charge). Lake Hemet MWD customers pay about $48.60 to $50.12 a month: the EMWD pass-through ($40.30 or $41.82 by improvement district) plus a $4.30 City of Hemet storm drain fee and $4.00 sewer cleaning and maintenance. Trash: the City's rate sheet effective July 1, 2026: $31.43 (64 gallon) and $36.48 (96 gallon) a month for CR&R standard curbside collection. Homes with 5-digit addresses use Waste Management at its own rates.
  • Property tax: Riverside County's 2026-27 rates (Resolution 2026-153) for the districts on 155 of the 175 Hemet tax rate areas (006-xxx) in the Auditor-Controller's tax rates by district: the 1% levy, Hemet Unified (0.12%), Mt. San Jacinto College (0.0031%) and MWD East (0.0085%), less the $7,000 homeowners' exemption. Hemet tax rate areas in San Jacinto Unified pay 0.17% instead of Hemet Unified's 0.12%, and a few areas add an EMWD improvement district rate. Not included because they apply only to some parcels: Community Facilities District special taxes (such as CFD 2005-1 public safety services in newer developments), streetlight maintenance district assessments and MWD/EMWD standby charges; your tax bill lists them. The starting value is the Census median market value, not an assessed value.
  • Electricity: SCE's Tiered Rate Plan (Schedule D) with SCE generation, rates as of 10/1/26: 30¢ per kWh up to the baseline allocation and 39¢ above. Hemet is in SCE baseline regions 10 and 16; we use region 10 (19.3 kWh a day June to September, 12.1 kWh a day the rest of the year), averaged over the year to about 441 kWh a month. Plus SCE's $24.15 monthly Base Services Charge. The page starts at 633 kWh a month, the monthly usage in SCE's rate comparison with neighboring San Jacinto Power (same baseline region 10; SCE rates as of June 1, 2026). Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge. No city tax on utility bills was found, so none is applied. Insurance is the 2022 California average.
