How these numbers are made
  • Garbage: Mt. Diablo Resource Recovery's Pittsburg residential rates effective January 2026: $61.71 a month for a 64-gallon garbage cart and $72.66 for a 96-gallon cart, each including a 64-gallon recycling cart and a 96-gallon organics cart, billed monthly by the hauler.
  • Water: City of Pittsburg rates adopted July 18, 2022 (Resolution 22-14124), step effective January 1, 2026: $36.00 a month for a 5/8 x 3/4-inch or 3/4-inch meter, $5.42 per Ccf up to 12 Ccf a month and $7.48 above, for single-family homes in pressure Zones 1 & 2. We assume Zones 1 & 2; higher-elevation homes in Zones 3 to 6 pay up to $5.86 and $7.91. The City publishes no typical use, so the page starts at its default. The next step (January 1, 2027) is $37.80, $5.69 and $7.85. The City's site blocks automated downloads, so we cite Internet Archive copies of its rate schedule and pages. Sewer: the City's flat $15.79 a month single-family collection charge on the water bill; Delta Diablo's $557.48 treatment charge is on the property tax bill and is counted with the tax bill's flat charges.
  • Property tax: Contra Costa County 2026-27 rates for tax rate area 07004, the most common one for Pittsburg homes in the county's parcel data (6,759 of about 17,500 single-family, cluster and townhouse parcels; 07003, the next, has the same rate), read from a 2026-27 secured tax bill for a single-family home there: 1% countywide tax, 0.1013% Pittsburg Unified bonds (2014, 2018 and 2024 issues), 0.0152% community college bonds, 0.0163% BART and 0.0018% East Bay Regional Park District, 1.1346% in all, less the $7,000 homeowners' exemption. Flat charges from the same bill ($737.07 a year in all): Delta Diablo sewer $557.48, City landscaping and lighting $102.18, county stormwater $30 (some parcels pay $21), Delta Diablo street sweeping $13.50, Measure AA $12, emergency medical services $10, regional trails $5.44, mosquito and vector control $5.34 and a Contra Costa Water District land levy ($1.13 on that bill; it varies with land value). The same lines appeared on every 07004 bill we sampled.
  • Not included because they vary by neighborhood: the Mt. Diablo Unified part of the city (tax rate areas such as 07065 and 07001, including San Marco) has a 1.1038% rate and often Community Facilities District (Mello-Roos), Mt. Diablo school Mello-Roos ($67), geologic hazard (GHAD, $346.66 to $599.04 on the bills we saw) and other assessment lines; one San Marco bill carries $2,436.87 of flat charges in all. Some areas have other assessment districts (for example Oak Hills and a Marina-area district). The starting value is the median 2026 assessed value of single-family parcels (use code 11) with a Pittsburg address in Pittsburg tax rate areas, $409,953 (the parcel data's land and improvement values match the January 1, 2026 values on the 2026-27 bills we checked) (Census ACS 2020-2024 median market value of owner-occupied homes: $597,900); under Prop 13 recent buyers have higher assessed values.
  • Electricity: PG&E schedule E-1 for a non-CARE (Income Tier 3) home with MCE Light Green generation, the default for Pittsburg (an MCE member since 2018). Delivery is PG&E's E-1 total bundled rate ($0.32561 Tier 1, $0.40702 Tier 2) minus its $0.12855 generation charge and its ($0.01011) Bundled PCIA; to that we add MCE's April 1, 2026 Light Green E1 generation ($0.12855) and the $0.03720 PCIA and franchise fee from the March 1, 2026 PG&E-MCE comparison: $0.37292 per kWh up to the baseline and $0.45433 above. PG&E's $0.79343 a day base services charge is $24.13 a month. Baseline: territory S (PG&E's tariff puts the Delta portion of Contra Costa County east of Port Chicago, where Pittsburg lies, in S), 15.0 kWh a day for 4 summer months and 10.2 for 8 winter months, about 359 kWh a month. The PCIA depends on the year an account moved to MCE. Not included: MCE's and PG&E's bill credits. We found no city tax on Pittsburg electricity or gas bills: California City Finance's statewide table of city taxes on utility bills shows no such revenue for Pittsburg, so none is added.
  • Gas: PG&E G-1 (Oct. 1, 2026) $2.42480 and $2.92792 per therm plus the $0.12103 public purpose surcharge, territory S baseline weighted 7 summer, 3 off-peak and 2 on-peak months (about 27.2 therms a month). Typical use is PG&E's 2024 residential average (EIA, about 500 kWh a month) and California's 2024 residential gas average (EIA, about 32 therms a month). Insurance is the 2022 California average homeowners premium (NAIC via the Insurance Information Institute) until you enter your own.
