How these numbers are made
- Garbage: Republic Services' rates for Benicia effective July 1, 2026 as listed by the City: $36.09 (20 gallon), $42.43 (32 gallon), $52.77 (64 gallon) and $72.33 (96 gallon) a month. The City's page says the price is monthly and that recycling and organics collection are included at no extra cost; we price by the garbage container size.
- Water and sewer: City of Benicia schedules for January 1, 2026 onward. Water is $30.87 a month for a single family residence plus $6.69 per hcf; sewer is $63.45 a month plus $3.72 per hcf of water use, capped at 9 hcf a month. The City's 2022-2026 schedule ends with 2026 rates; a new rate study is expected, so rates from January 2027 may differ. The page starts at 9 hcf a month because we found no published typical use.
- Property tax: Solano County 2026–27 rates: 1% general levy, 0.089698% Benicia Unified bonds (three issues), 0.025207% Solano Community College bonds (nine issues) and 0.02% Solano County Water Agency State Water Project, 1.134905% in all, less the $7,000 homeowners' exemption. The City's 2025 financial report lists an 'other' overlapping rate of 0.0514 and school rate 0.1423 for 2025, which do not match these components (school bonds here total 0.1149%, other 0.02%), so the total may be about 0.06 points off, roughly $480 a year on the starting value. We did not find a county rate sheet by tax rate area for Benicia and assume this common combination; check your own bill. Benicia also has the utility users tax: 4% on electricity and gas bills.
- The starting home value is the Census ACS 2020-2024 5-year median market value ($810,000); under Prop 13 an owner who bought years ago has a lower assessed value and pays less.
- Electricity: Benicia is in MCE's service area, so MCE Light Green generation is the default. PG&E E-1 total rates (non-CARE, $0.79343 a day base charge, territory S baselines as in other Solano cities) are used as the base; MCE Light Green generation costs more than PG&E's bundled generation (about $0.04 a kWh more in MCE's April 2026 E-TOU-C comparison, which we could not cite), so a default MCE bill is likely higher than shown. MCE rates change on November 1, 2026; PG&E remains available by opting out. Gas: PG&E G-1 (Oct. 1, 2026) plus the $0.12103 public purpose surcharge, territory S baseline weighted by season. Typical use is PG&E's 2024 residential average (EIA) and California's 2024 residential gas average (EIA). Insurance is the 2022 California average homeowners premium (NAIC via III).
