How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water: four suppliers serve parts of Norwalk. Liberty Utilities (Bellflower-Norwalk system) covers about half the city's area in the state water-system map and is the default here; Golden State Water's Norwalk system covers roughly a quarter; the City's Norwalk Municipal Water System and Santa Fe Springs serve the rest and are not priced here (the City's posted rates end with fiscal year 2020-21). Liberty: the 5/8 x 3/4-inch monthly service charge ($39.64) and tier rates ($4.487, $5.983, $10.110 per Ccf for 0-6, 7-18 and over 18 Ccf) effective July 1, 2025, plus the $0.642 per Ccf balancing-account surcharge in effect from January 1, 2026, all raised by the 2.04% Norwalk surcharge and the 0.70% CPUC fee. A Liberty general rate case for 2025-2027 is pending at the CPUC, so these rates may change. Golden State: the Metropolitan District 5/8 x 3/4-inch service charge ($37.81) and tiers ($5.657, $6.505, $7.481 per Ccf for 0-9, 10-21 and over 21 Ccf) effective January 1, 2026, plus the $0.242 per Ccf CAP surcharge and the 0.7% CPUC fee; time-limited balancing-account surcharges whose periods have ended are left out. The page starts at 10 Ccf a month, the average residential use in Liberty's rate notice.
- Sewer and other charges on the property tax bill: the City sewer service charge ($90.96 a year for a 5/8-inch or 3/4-inch meter in 2026-27), LA County Sanitation District No. 18's service charge ($226 per single-family home from July 1, 2026; parts of west Norwalk are in District No. 2 instead, whose rate differs) and the Greater Los Angeles County Vector Control District assessment ($18.97 per residential parcel of an acre or less). Trash is billed separately by Athens Services: $31.72 a month for standard single-family service from February 1, 2026.
- Property tax: 1% plus the 2026-27 Norwalk-La Mirada Unified and Cerritos Community College District bond rates from the LA County tax rate resolution (about 1.1985% in total), less the $7,000 homeowners' exemption, applied to the value you enter. North Norwalk is in the Little Lake City and Whittier Union school districts and a small part in ABC Unified, with different bond rates. The starting value is the Census median for all owner-occupied homes; under Prop 13 a home's assessed value can be far lower. Not included: the Metropolitan Water District's small levy (its 2026-27 rate was not found), and county charges that vary by parcel size or improvements, such as the LA County flood control assessment, the trauma and emergency services tax and Measure W (2.5 cents per square foot of impermeable area).
- Electricity: SCE's standard Domestic rate with SCE generation from the SCE/CPA joint rate comparison ($0.37392 per kWh in total, SCE rates as of June 1, 2026; its $195.56 average bill at 523 kWh equals that rate times the usage), plus SCE's $24.15 monthly Base Services Charge. Gas: SoCalGas's March 2026 average non-CARE bill ($72.39 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.929 per therm. Both are averages; real bills vary by season. Norwalk's 5.5% utility users tax is added to electricity and gas (not water). Insurance starts at the 2022 California average.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
