How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water (Ontario Municipal Utilities Company, rates effective July 1, 2026): the 5/8-inch meter Readiness to Serve charge ($33.86 a month) plus $2.61, $4.87 and $5.76 per HCF for 1-10, 11-18 and over 18 HCF a month. The page starts at 14 HCF, the typical single-family use in the City's 2025 rate flyer. Sewer: the City's $15.36 single-family charge plus IEUA's $29.45 pass-through treatment charge, $44.81 a month per home on the same monthly City bill.
- Trash: the City's monthly rate for a set of trash, recycling and green waste cans from July 1, 2026: $51.59 for 96-gallon cans (the typical set in the City's rate flyer), $45.91 for 64-gallon and $40.59 for 32-gallon.
- Property tax: tax rate area 004-000 (Ontario-Montclair School District, Chaffey Union High, Chaffey Community College and Metropolitan Water District), about 1.0932% in total from San Bernardino County's 2026-27 rates (Resolution 2026-133), less the $7,000 homeowners' exemption, applied to the value you enter. We picked 004-000 because it has the most parcels with a homeowners' exemption in the county parcel map (about a third of them). Ontario Ranch areas in the Mountain View Elementary district carry that district's bond rates instead of Ontario-Montclair's. The starting value is the median assessed value (land plus improvements) of the 15,154 Ontario single-family parcels with a homeowners' exemption in the County Assessor's parcel roll, about $350,114, across the whole city. Tax area 004-000 alone has a lower median, about $262,700 for its 4,835 exempt parcels, so the rate area and the value cover different sets of homes. The Census median market value is $607,600.
- Fixed charges: none are included. Not included because they depend on the neighborhood or could not be sourced: Ontario Ranch Mello-Roos (CFD) special taxes, which in the City's FY 2022-23 report ran about $1,600 to $3,500 a year per home by size in one bonded district; City street light and parkway maintenance districts in some tracts; and the West Valley Mosquito and Vector Control District assessments, whose per-parcel amounts we could not find published. Your tax bill lists them.
- Electricity: SCE's standard Domestic rate with SCE generation from SCE's joint rate comparison with neighboring Pomona Choice Energy ($0.37392 per kWh in total, SCE rates as of June 1, 2026; its $195.56 average bill at 523 kWh is that rate times the usage, so a year-round average), plus SCE's $24.15 monthly Base Services Charge. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.830 per therm. Insurance starts at the 2022 California average.
- Tax typical value: San Bernardino County Assessor parcel roll, median assessed value (land plus improvements) of Ontario single-family parcels with a homeowners' exemption, 2026.

How Ontario compares
A typical Ontario house against the 110 California cities we cover, using the same default numbers as the total above.
| Per year | Ontario | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.09% | 1.13% | lower than 89 of the other 109 California cities we cover |
| Water | $953 | $955 | lower than 55 of the other 109 California cities we cover |
| Sewer and utility-bill fees | $538 | $584 | lower than 41 of the other 76 California cities we cover |
| Trash | $619 | $438 | higher than 86 of the other 101 California cities we cover |
| Electricity and gas | $3,463 | $3,556 | lower than 67 of the other 109 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 108 other California cities we cover |
| Total | $10,817 | $15,240 | lower than 105 of the other 109 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
Questions to ask your candidates
Each one starts from a number above. Any candidate can answer them.
1. Property tax rate
The fact: Ontario's property tax rate is 1.09%, lower than 89 of the other 109 California cities we cover. The rate adds up every agency on the bill, not only the city.

2. Trash
The fact: Trash pickup here costs about $619 a year for the standard cart, higher than 86 of the other 101 California cities we cover. Where trash is billed through the tax bill or a separate hauler, it is not counted here.
