How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water: Hesperia Water District, which serves the city (100,744 residents in its 2025 water quality report). Single-family rates as posted on the District's rate pages, billed every two months: the $71.27 service charge for a 5/8-, 3/4- or 1-inch meter (so $35.64 a month) and $1.30, $2.07 and $2.69 per HCF for 0-14, 14-35 and over 35 HCF in two months (so tiers at 7 and 17.5 HCF a month). The District's 2026-27 budget says its last water rate increase took effect December 1, 2021 and that new water and sewer rate studies are under way, so rates may change. The page starts at 13.5 HCF a month, half the 27 HCF two-month average the District used to compare rates in its 2017 rate study. A few homes at the edges of the city may be served by other water systems.
- Sewer: most of Hesperia is on septic. The District's 2026-27 budget says sewer customers are about 20% of its water customers, mainly along the Main Street corridor and in the western part of the city, so the totals start with no sewer charge. Connected homes pay $63.09 per EDU every two months (about $31.55 a month, $379 a year). Septic pumping and upkeep are not included. Trash: Advance Disposal's regular residential service (two carts), $38.33 a month on the rate card the City posts as the rates effective July 1, 2026 (the card is titled a rate proposal with COLA and tipping fee increases); Advance Disposal bills it every two months.
- Property tax: tax rate area 020-090, which holds about 41% of Hesperia's homeowners' exemptions in the county's 2025 tax rate area map; Hesperia's other tax rate areas with almost all the remaining exemptions carry the same total rate. San Bernardino County's 2026-27 rates (Resolution 2026-133): the 1% general levy plus Victor Valley Community College bonds (0.0208%) and Mojave Water Agency No. 2 (0.055% on land and improvements), about 1.0758% in total, less the $7,000 homeowners' exemption, applied to the value you enter; Hesperia Unified has no bond rate on the county's 2026-27 list. Not included: the Mojave Water Agency's 0.1125% levy, which applies to land value only (on a home whose land is assessed at $100,000 it adds about $113 a year), and charges that depend on the parcel: County Fire's CFD 94-01 fire special tax ($174.71 a year on 3,622 of the 3,719 parcels in its 2026-27 levy list, mostly newer tracts), the City's CFD 2005-1 Mello-Roos special tax in the Belgate area (generally west of Maple Avenue and south of Main Street), the City's newer maintenance CFDs, and delinquent utility or trash liens. Hesperia is excluded from County Fire's FP-5 special tax zone. Your tax bill lists any of these. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
- Electricity: Hesperia has no community choice program on SCE's list, so SCE generates and delivers the power. We use SCE's TOU-D-4 rate with SCE generation from SCE's joint rate comparison with neighboring Apple Valley Choice Energy, calculated for SCE's Baseline Region 14 ($0.37830 per kWh in total, SCE rates as of June 1, 2026; its $249.30 average bill at 659 kWh is that rate times the usage, built from a full year of climate-zone data, so a year-round average); we take Hesperia, next to Apple Valley in the High Desert, to be in the same baseline region. Plus SCE's $24.15 monthly Base Services Charge.
- Gas: Southwest Gas Schedule GS-10 from the Statement of Rates effective October 1, 2026 ($5.75 a month, $2.35304 per therm up to the baseline and $2.56948 above). We take the baseline as the Victorville climate zone's daily allowances averaged over the year (6 summer months at 0.46 therms a day, 3 spring and fall months at 1.45 and 3 winter months at 2.11), about 34 therms a month; the tariff does not list which climate zone each community is in, and real bills use the seasonal allowance. The gas cost in the rate ($0.26205 per therm in October 2026) changes from month to month. The page starts at 37 therms, Southwest Gas's average Southern California non-CARE use. Insurance starts at the 2022 California average.

How Hesperia compares
A typical Hesperia house against the 110 California cities we cover, using the same default numbers as the total above.
| Per year | Hesperia | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.08% | 1.13% | lower than 95 of the other 109 California cities we cover |
| Water | $698 | $955 | lower than 93 of the other 109 California cities we cover |
| Trash | $460 | $438 | higher than 61 of the other 101 California cities we cover |
| Electricity and gas | $4,403 | $3,556 | higher than 105 of the other 109 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 108 other California cities we cover |
| Total | $11,378 | $15,240 | lower than 99 of the other 109 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
