How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water: Beaumont-Cherry Valley Water District's rates effective January 1, 2026 (Part 5 charges as revised December 10, 2025), converted from its bi-monthly bill to a month: the 5/8-inch meter charge ($39.20 every two months, $19.60 a month), single-family tiers to 16 and 34 units per bill (8 and 17 a month) at $1.18, $1.45 and $2.39 per ccf, plus the SCE power ($0.60) and SGPWA imported water ($0.86) pass-through charges per ccf on all use. Homes with a 3/4-inch or 1-inch meter pay a higher meter charge. The page starts at 15 ccf a month, from BCVWD's typical single-family bill of 30 units every two months.
- Sewer: the City of Beaumont's single-family monthly service charge from July 1, 2026, $55.40, from the 2023 rate study schedule approved by the City Council on August 15, 2023; it is billed every two months and does not depend on water use. Trash: the City's FY 26/27 WM single-family rate, $28.42 a month, which includes garbage, recyclables and organics collection.
- Property tax: Riverside County's 2026-27 rates (Resolution 2026-153, adopted August 25, 2026). Every Beaumont tax rate area with homes has the same five agencies, for example 002-051, the largest (about 6,600 homes): the 1% levy, Beaumont Unified (0.07%), Mt. San Jacinto College (0.0031%), San Gorgonio Pass Memorial Hospital (0.04113%) and San Gorgonio Pass Water Agency debt service (0.175%), about 1.289% in total, less the $7,000 homeowners' exemption. The few areas in Banning Unified, San Jacinto Unified or MWD East have few or no homes. The starting value is the Census median market value, not an assessed value. Fixed charges: the Riverside County Flood Control NPDES stormwater benefit assessment for the Santa Ana watershed, which includes Beaumont, $3.75 per benefit assessment unit for FY 2026-27 (one unit for a single-family home on a 7,200 square foot lot; larger lots pay $22.50 an acre). Not included: Mello-Roos (below), Beaumont Unified school CFDs in the newest tracts, and any lighting, landscape or other special district charges on your parcel. Your tax bill lists them.
- Mello-Roos: not included in the total because the amount depends on the tract and house size. The City's AB 2109 report for 2024-25 shows City CFD facilities special taxes on 15,738 distinct parcels (about $22.8 million) plus services special taxes (about $7.2 million), against about 17,600 single-family parcels in Beaumont on the County parcel map, so about 9 in 10 homes pay one. Across homes, facilities plus services special taxes have a median of about $1,840 a year, from about $580 to $3,500 or more. Older central neighborhoods generally have none.
- Electricity: SCE's Tiered Rate Plan (Schedule D) with SCE generation, rates as of 10/1/26: 30¢ per kWh up to the baseline allocation and 39¢ above. Beaumont is in SCE baseline regions 10 and 15; we use region 10 (19.3 kWh a day June to September, 12.1 kWh a day the rest of the year), averaged over the year to about 441 kWh a month, plus SCE's $24.15 monthly Base Services Charge. The page starts at 633 kWh a month, the usage in SCE's published residential rate comparison for neighboring San Jacinto (SCE rates as of June 1, 2026). Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge. We found no city tax on Beaumont energy bills, so none is applied. Insurance is the 2022 California average.
- Water: the page halves the bi-monthly meter charge and tier limits (16 and 34 units) to monthly figures, treating the tiers as applying to each two-month bill.

How Beaumont compares
A typical Beaumont house against the 110 California cities we cover, using the same default numbers as the total above.
| Per year | Beaumont | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.29% | 1.13% | higher than 104 of the other 109 California cities we cover |
| Water | $733 | $955 | lower than 87 of the other 109 California cities we cover |
| Sewer and utility-bill fees | $665 | $584 | higher than 48 of the other 76 California cities we cover |
| Trash | $341 | $438 | lower than 90 of the other 101 California cities we cover |
| Electricity and gas | $3,603 | $3,556 | higher than 57 of the other 109 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 108 other California cities we cover |
| Total | $13,239 | $15,240 | lower than 81 of the other 109 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
