How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water: Rialto has three water providers. By our count of homes with a homeowners' exemption inside each system's boundary on the EPA service-area map, the City of Rialto (Rialto Water Services, operated by Veolia) serves about 49%, West Valley Water District about 47% and Fontana Water Company about 3%, so the City is the default. City of Rialto (rates effective March 1, 2026, adopted January 27, 2026): $37.30 a month for a 3/4-inch or smaller meter plus $2.11, $2.37 and $3.45 per ccf for 0-9, 10-30 and 31+ units a month. The page starts at 15 ccf a month, the average single-family use in the City's October 2025 rate study. West Valley Water District (January 1, 2026): $23.82 a month for a 5/8- or 3/4-inch meter plus $2.33, $2.54 and $2.73 per unit for 1-10, 11-30 and over 30 units. Fontana Water Company's small area is not modeled here.
- Sewer: Rialto Water Services' flat residential charge of $69.16 a month from March 1, 2026 (scheduled $71.24 from January 1, 2027); homes on West Valley Water District water pay the same City sewer charge. Trash: Burrtec's 2026/27 tax-roll rates of $35.91 a month for the 60-gallon barrel ($430.92 a year on the 2026 tax roll list) and $34.16 for the 40-gallon barrel, collected yearly on the property tax bill.
- Property tax: tax rate area 006-000 (Rialto Unified, San Bernardino Community College and San Bernardino Valley Municipal Water District), the area with the most parcels with a homeowners' exemption in the county parcel map (about 36% of them); areas with the same districts and the same total rate hold about 88%. San Bernardino County's 2026-27 rates (Attachment A): about 1.1944% in total, less the $7,000 homeowners' exemption, applied to the value you enter. A few areas are in Fontana Unified or Colton Joint Unified instead. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
- Fixed charges: Street Light Maintenance District No. 1, levied on every residential lot in the City ($2.05 minimum land benefit plus $24.03 per developed single-family unit for 2026-27, $26.08 a year), plus the trash charge shown under Trash. Not included because they depend on the neighborhood: Landscape Maintenance District No. 1 (8,046 assessed parcels, $58.00 per benefit unit), Landscaping and Lighting Maintenance District No. 2 in newer tracts, and the Mello-Roos CFDs (2006-1, 2016-1, 2019-2, 2020-1, 2024-1 and others). The City set its 2026/27 PERS retirement tax rate at $0.
- Electricity: SCE's standard Domestic rate with SCE generation from SCE's joint rate comparison with neighboring Pomona Choice Energy ($0.37392 per kWh in total, SCE rates as of June 1, 2026; its $195.56 average bill at 523 kWh is that rate times the usage, so a year-round average), plus SCE's $24.15 monthly Base Services Charge. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.830 per therm. Rialto's 8% utility users' tax is added to electricity, gas, water and sewer; the City suspended it for residential accounts from January 1 through December 31, 2026, so 2026 bills are about 8% lower than shown. Insurance starts at the 2022 California average.

| Water | $846 | $955 | lower than 74 of the other 109 California cities we cover |
| Sewer and utility-bill fees | $964 | $584 | higher than 66 of the other 76 California cities we cover |

| Home insurance | $1,492 | $1,492 | in the middle of 108 other California cities we cover |
| Total | $13,244 | $15,240 | lower than 80 of the other 109 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
