How these numbers are made
- Garbage: Sonoma County Resource Recovery's Windsor residential curbside rates for April 1, 2026 to March 31, 2027 (monthly): $30.17 for a 20-gallon garbage cart, $39.50 for 32 gallons, $60.61 for 64 gallons and $91.63 for 96 gallons, with the recycling and organics carts bundled. The page starts at the 32-gallon cart. SCRR bills quarterly, shown here as monthly. The Town's utility bill covers water and sewer.
- Water and sewer: Town of Windsor rates for July 2026 from the 2025 rate study's five-year schedules, billed monthly. Water: $15.48 service charge for a meter up to 3/4 inch plus $4.21 / $6.78 / $8.54 per thousand gallons (tiers to 7,000 and 17,000 gallons). The page starts at 8.15 CCF, the rate study's average single-family use (581,000 thousand gallons a year over 7,944 accounts). Sewer: $17.90 plus $26.22 per thousand gallons, charged on use up to 3.05 thousand gallons, the rate study's average winter flow per single-family account (305,000 thousand gallons over 8,325 accounts) because we do not know your winter average. The July 2026 step is part of the Town's five-year schedule that the Town says runs through July 2029; we found no separate stormwater fee on the utility bill.
- Property tax: Sonoma County 2026-27 rates for tax rate area 009-000, the Windsor area with the most homeowners' exemptions in the county's 2026 code area recap (17,570,000 in exemptions, about 2,510 homes at $7,000 each, vs. about 720 in 009-004): 1% Prop 13, 0.007% Warm Springs Dam/Russian River Project, 0.0475% and 0.042% Windsor Unified bonds, 0.009% and 0.018% junior college bonds, 1.1235% in all, less the $7,000 homeowners' exemption. Flat yearly charges are from a 2026-27 secured bill in that area; the South County Fire 2006 charge was $153.74 to $210.16 on four sampled bills in 009-000 (we use $169.06, the most common) and varies by parcel. Total: $516.08. Not included: some neighborhoods carry other charges such as energy-efficiency (SCEIP) assessments.
- The starting home value is the Census ACS 2020-2024 median market value of owner-occupied homes ($801,100); under Prop 13 an owner who bought years ago has a lower assessed value and pays less. Enter the net taxable value from your tax bill.
- Electricity and gas: the same PG&E schedule E-1, Sonoma Clean Power CleanStart and PG&E G-1 build-up as neighboring Sonoma County cities, assuming territory X baselines (Windsor lies inland, east of the shoreline portion that is territory T). See the notes under each. Typical use is PG&E's EIA 2024 residential average (about 500 kWh a month) and California's 2024 residential gas average (about 32 therms a month). Insurance is the 2022 California average homeowners premium (NAIC via the Insurance Information Institute) until you enter your own.
