How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: the City of Oxnard's rate sheet effective July 15, 2026: $27.50 a month for a 5/8-inch or 3/4-inch meter and $5.83, $6.02 and $6.34 per HCF for the first 9, next 6 and over 15 HCF a month (single-family). The city's utility rates page also mentions a $0.10 per HCF pass-through increase as of July 2026; the sheet says its rates include pass-through adjustments from previous fiscal years, and we use the sheet figures. The City publishes no typical single-family use that we found, so the page starts at its default of 9 HCF.
  • Sewer: the wastewater rate sheet effective September 1, 2021, the latest the City lists: $35.79 a month plus $2.35 per HCF of water returned to the sewer (80% of water use, so $1.88 per HCF of water); the higher tiers above 9 HCF of returned water are not modeled. Trash: the City's residential 3-cart rates from July 1, 2026, $41.69 a month for the 64-gallon refuse cart, on the City utility bill.
  • Property tax: Ventura County's 2026-27 rates for tax rate area 03001, 1.208818% in total (the 1% levy, four Oxnard School District bond rates, four Oxnard Union High School District bond rates, Ventura County Community College District bonds, Metropolitan Water District and the City of Oxnard District #1 bond). It is the most common of the Oxnard rate areas by count (119 of about 340), though totals range from 1.13% to 1.21% by school district. Direct charge: the county Watershed Protection District benefit assessment of $27.88 + $3.96 + $10.28 a year, from the FY 2025-26 report (the 2026-27 report was not available). Some neighborhoods also pay landscape or community facilities district charges that are not modeled.
  • Energy: SCE with Clean Power Alliance 100% Green Power generation, the June/July 2026 SCE-CPA comparison: $0.40019 per kWh plus SCE's $24.15 monthly base services charge at 523 kWh; SoCalGas at $1.82981 per therm plus $0.16 a day, at 35 therms. Insurance: the California 2022 average premium (Insurance Information Institute).
