How these numbers are made
- Property tax: Shasta County's 2026-27 rates for tax rate area 001-000, which has more Redding parcels than any other tax rate area in the County's parcel file (about 6,000 of 38,000 parcels in the City's 001 tax rate areas; about 15,300 parcels are in areas with the same 1.073887% total). That total is the 1% basic levy plus Shasta Union High School District bonds 0.022365%, Shasta-Tehama-Trinity college bonds 0.014622% and Redding School District bonds 0.0369%, less the $7,000 homeowners' exemption. About 12,200 parcels in the Enterprise Elementary areas pay 1.088182%, Gateway Unified areas 1.142615%, and parcels inside Bella Vista Water District another 0.37% on land value only.
- Flat charges on the tax bill, $42.62 a year: the City's storm drainage service rate ($15.84 per single-family residence) and the Shasta Mosquito and Vector Control District assessment for Area 1 ($26.78 per single-family equivalent; a house on up to one acre is one, larger lots pay more, and the 2007 annexation area, Area 2, pays $32.75). The district's 1996 assessment is levied at $0. Many newer subdivisions also pay a City landscape maintenance district charge that varies by district and is not included. We found no school parcel tax on the County's 2026-27 special assessment list.
- The starting home value is the Census ACS 2020-2024 median market value of owner-occupied homes in Redding ($382,300). Under Prop 13 an owner who bought years ago usually has a lower assessed value, so enter the assessed value from your tax bill.
- Water: City of Redding 2026 rates, the $31.66 single-family meter charge and $2.13 per CCF for all use. The page starts at 17.3 CCF a month, the average single-family use in the City's September 2023 rate study. Homes served by Bella Vista Water District instead pay a $60.25 base rate and a $14.00 treatment plant loan charge every two months (about $37.13 a month) plus $1.00 per HCF. Some homes are served by Centerville Community Services District, whose rates are not included. Sewer: the flat $73.58 single-family charge. The storm drain charge is on the tax bill, not the utility bill.
- Garbage: the 2026 gray cart rate plus the $0.22 monthly landfill monitoring line ($30.43, $33.28 or $38.24 a month for 45, 64 or 96 gallons), which includes the blue recycling and first green waste cart.
- Electricity: REU Residential Service E1 (January 1, 2025, unchanged in 2026), the same rate all year: $40.00 a month plus $0.1492 per kWh, plus the $0.0003 per kWh state surcharge. REU's rate book also allows a Federal Environmental Surcharge per kWh that changes with Western's charges; we did not find a current published value, so it is not included. Typical use is REU's 2024 residential average from EIA, about 849 kWh a month. Insurance is the 2022 statewide California average homeowners premium (an older figure that may understate wildfire-area premiums in Redding) (NAIC via the Insurance Information Institute) until you enter your own.
- Gas: PG&E G-1 (Oct. 1, 2026) $2.42480 and $2.92792 per therm plus the $0.12103 public purpose surcharge. Baseline territory (caveat: PG&E's baseline-territory table lists Shasta County below 2,000 feet as territory R and notes PG&E does not currently serve gas in some Shasta areas; we use R for Redding, at 564 feet, and the service map lists Redding ZIP codes), weighted 7 summer, 3 off-peak and 2 on-peak months, about 25 therms a month. Typical use is California's 2024 residential gas average (EIA, about 32 therms a month), not a Redding figure. The energy total now includes gas, which suits the about 54% of Redding homes that heat with utility gas (Census ACS 2020-2024); the about 41% that heat with electricity can set therms to 0. Homes that heat with propane or wood will pay differently.

How Redding compares
A typical Redding house against the 110 California cities we cover, using the same default numbers as the total above.
| Per year | Redding | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.07% | 1.13% | lower than 97 of the other 109 California cities we cover |
| Water | $822 | $955 | lower than 79 of the other 109 California cities we cover |
| Sewer and utility-bill fees | $883 | $584 | higher than 63 of the other 76 California cities we cover |
| Trash | $399 | $438 | lower than 67 of the other 101 California cities we cover |
| Electricity and gas | $3,013 | $3,556 | lower than 93 of the other 109 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 108 other California cities we cover |
| Total | $10,682 | $15,240 | lower than 107 of the other 109 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
Questions to ask your candidates
Each one starts from a number above. Any candidate can answer them.
1. Property tax rate
The fact: Redding's property tax rate is 1.07%, lower than 97 of the other 109 California cities we cover. The rate adds up every agency on the bill, not only the city.
Ask: "Property tax in Redding is 1.07%, lower than 97 of the other 109 California cities we cover. What should that money pay for first, and would you change anything about how it is set?"
2. Sewer and utility-bill fees
The fact: Sewer and flat utility-bill charges here come to about $883 a year, higher than 63 of the other 76 California cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.
Ask: "Sewer and flat utility-bill charges here cost about $883 a year, higher than 63 of the other 76 California cities we cover. What drives that cost, and would you change anything?"
3. Electricity and gas
The fact: Electricity and gas for a typical house here cost about $3,013 a year, lower than 93 of the other 109 California cities we cover. Rates are set mostly by the utility and the state.
Ask: "Electricity and gas here cost about $3,013 a year for a typical house, lower than 93 of the other 109 California cities we cover. Which parts of that can the city influence, and what would you do about them?"
