How these numbers are made
  • Garbage: Recology Vacaville Solano's rates for customers inside Vacaville city limits, effective January 1, 2026: $33.51 for a 32-gallon gray cart and $37.90 for a 96-gallon gray cart, each with 96-gallon green and blue carts. Recology's table does not print the period; we read these as monthly prices (the commercial table beside it is monthly, and residential late fees are charged each quarter).
  • Water and sewer: City of Vacaville Resolution No. 2025-070 (adopted June 24, 2025), using the column for the fiscal year ending June 30, 2027 (from July 2026). Water is $62.00 every two months for a 5/8-inch meter (the City's single-family standard), $31.00 a month, plus $2.51 per 100 cubic feet. Sewer is $106.04 every two months ($53.02 a month) plus $2.27 per 100 cubic feet. The City bills the sewer variable charge on your winter water use; we apply it to the water use you enter, which overstates sewer if your summer use is higher. The page starts at 12 units a month, the rate study's 24-unit bi-monthly 'medium user'. The $58.02 a year Measure I Community Streets and Facilities Tax, billed $9.67 every two months on the utility bill, is added as a separate monthly charge ($4.84).
  • Property tax: Solano County 2026–27 rates (Exhibit 1) for a Vacaville home in Vacaville Unified: 1% general levy, 0.030270% City of Vacaville Paramedic/North Bay Aqueduct, 0.077713% Vacaville Unified bonds (five issues), 0.025207% Solano Community College bonds (nine issues) and 0.02% Solano County Water Agency State Water Project, 1.15319% in all, less the $7,000 homeowners' exemption. The City's financial report also lists Dixon Unified and Fairfield-Suisun Unified bond rates for parts of the city, whose rates differ. Not included because they vary by neighborhood: lighting and landscaping district charges and the Community Facilities District special taxes on most newer subdivisions.
  • The starting home value is the Census ACS 2020-2024 5-year median market value ($620,900); under Prop 13 an owner who bought years ago has a lower assessed value and pays less.
  • Electricity: Vacaville is not in a community choice program, so the rate is PG&E's bundled schedule E-1 for a non-CARE (Income Tier 3) home: $0.32561 per kWh up to the baseline and $0.40702 above it (generation included), plus the $0.79343 a day base services charge ($24.13 a month as 365 days / 12 months). The baseline is territory S's 15.0 kWh a day for the 4 summer months and 10.2 for the 8 winter months, about 359 kWh a month. PG&E's tariff puts only the North Bay Division portion of Solano County in territory X and we found no PG&E map naming Vacaville's territory, so we use S; territory X's baselines are lower. Not included: PG&E's semi-annual California Climate Credit.
  • Gas: PG&E G-1 (Oct. 1, 2026) $2.42480 and $2.92792 per therm plus the $0.12103 public purpose surcharge, territory S baseline (same reasoning as electricity) weighted 7 summer, 3 off-peak and 2 on-peak months. Typical use is PG&E's 2024 residential average (EIA, about 500 kWh a month) and California's 2024 residential gas average (EIA, about 32 therms a month). Insurance is the 2022 California average homeowners premium (NAIC via the Insurance Information Institute) until you enter your own.
