How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: Waterworks District No. 8 (run by the City) serves about 68 percent of Simi Valley and is the default; Golden State Water Company serves the rest. District 8: the January 1, 2026 single-family service charge of $76.22 every two months ($38.11 a month) plus $6.57 per billing unit (748 gallons, the same as a CCF); the lift charge of $0.19 per unit for homes in pumped zones is left out. Golden State Water (Schedule SI-1-R, effective January 1, 2026): $40.09 a month for a 5/8 x 3/4-inch meter and $4.578, $5.264 and $6.054 per Ccf for the first 10, next 12 and over 22 Ccf, each plus the $0.166 per Ccf CAP surcharge; the temporary WRAM/MCBA surcharges that began May 1, 2025 for 12 months and the Schedule UF reimbursement fee are left out. The page starts at 16 CCF a month, the average single-family use in the District's 2025 rate study survey.
  • Sewer: the City's single-family sanitation rate of $58.72 a month from July 1, 2026 ($704.64 a year), collected on the Ventura County tax bill. Trash: WM's 2026 rates (effective July 1, 2026) for 3-cart service, $30.14 a month with the standard 64-gallon trash cart, billed by WM every two months.
  • Property tax: Ventura County's 2026-27 rates for tax rate area 09000 (the 1% levy, two Simi Valley Unified bond rates, Ventura County Community College District bonds and Metropolitan Water District), 1.0983% in total; 126 of the 131 Simi Valley city tax rate areas carry this same total, and the other 5 have no Metropolitan Water District rate (1.0898%). The $7,000 homeowners' exemption comes off the value you enter. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
  • Fixed charges: the Ventura County Watershed Protection District benefit assessment for Simi Valley ($25.80 operations and maintenance + $4.35 District NPDES + $3.87 City NPDES = $34.02 a year for a standard 0.2-acre single-family lot), from the District's latest Report on Benefit Assessment Program (labeled FY 2025/2026, prepared March 18, 2026; the rates are the same as FY 2024/25). Larger lots pay more. Not included because the amount depends on the parcel or we could not confirm it for 2026-27: the Calleguas Municipal Water District and Metropolitan Water District water standby charges (a few dollars per parcel), landscape maintenance districts and Mello-Roos or other special taxes some tracts carry. Your tax bill lists them.
  • Electricity: SCE's joint rate comparison with Clean Power Alliance for the Domestic rate with CPA Lean Power, Simi Valley's preferred energy option ($0.36641 per kWh in total; SCE rates as of June 1, 2026 and CPA rates as of July 1, 2026; the comparison uses SCE's 2025 typical customer usage profiles, and its $191.63 average bill at 523 kWh equals that rate times the usage, so it is a year-round average), plus SCE's $24.15 monthly Base Services Charge. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.830 per therm. Insurance starts at the 2022 California average.
