How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water: Jurupa Valley is split between Jurupa Community Services District and Rubidoux Community Services District (plus Santa Ana River Water Company in a small area). EPA's water system data lists JCSD at about 135,000 people across Jurupa Valley and Eastvale, RCSD at about 37,000 and Santa Ana River Water Company at about 5,800, so the page starts with JCSD and you can switch by address. JCSD (rates effective July 1, 2026): $50.45 a month for a 5/8- or 3/4-inch meter plus $1.21 per HCF up to 11, $2.56 up to 17, $3.82 up to 26 and $4.20 above. The page starts at 17 HCF a month, the annual-average example in JCSD's 2024 rate notice. RCSD (2026/2027 schedule): $46.94 a month for a 3/4-inch meter plus $2.80 per unit up to 13, $2.85 up to 24 and $3.08 above.
- Sewer: JCSD's $26.97 monthly base charge per EDU plus $2.78 per HCF of water, with the usage charge capped at 8 HCF (about $49.21 a month at 8 HCF or more). RCSD-area homes pay RCSD's flat $36.21 a month instead, and homes on septic pay no sewer charge. Trash: Burrtec's standard residential rate from July 1, 2026, $40.16 a month (adopted June 25, 2026); RCSD lists a $40.65 monthly residential rubbish minimum on its own bill.
- Property tax: Riverside County's 2026-27 rates (Resolution 2026-153, adopted August 25, 2026) for the most common combination of districts in Jurupa Valley's tax rate areas (98 of the 125 listed in the Auditor-Controller's FY 2025-26 table, for example 028-017): the 1% levy, Jurupa Unified (0.08%), Riverside City Community College District (0.02767%) and MWD West (0.0085%), about 1.116% in total, less the $7,000 homeowners' exemption, applied to the value you enter. Other areas are in Corona-Norco, Riverside, Alvord or Colton Joint Unified, or pay San Bernardino Valley Municipal Water District's rate instead of MWD's. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
- Fixed charges: the Riverside County Flood Control NPDES stormwater benefit assessment for the Santa Ana watershed, $3.75 per benefit assessment unit for FY 2026-27 (one unit for a single-family home on a 7,200 square foot lot; larger lots pay $22.50 an acre). Not included because they depend on the parcel or we could not find the per-home amount: MWD's West standby charge (about $9.22 a year on an ordinary home lot, as on neighboring Corona bills; larger parcels pay by the acre), the Northwest Mosquito and Vector Control District charge, the Jurupa Area Recreation and Park District maintenance charge, JCSD street lighting and landscape districts, City landscape and lighting zones, and Mello-Roos CFDs (JCSD, Jurupa Unified and JARPD) in newer tracts. Your tax bill lists them.
- Electricity: SCE's Tiered Rate Plan (Schedule D) with SCE generation, rates as of 10/1/26: 30¢ per kWh up to the baseline allocation and 39¢ above. Jurupa Valley is in SCE baseline region 10 (19.3 kWh a day June to September, 12.1 kWh a day the rest of the year), averaged over the year to about 441 kWh a month. Plus SCE's $24.15 monthly Base Services Charge. The page starts at 633 kWh a month, the monthly usage in SCE's published residential rate comparison (SCE rates as of June 1, 2026). Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.830 per therm. Insurance starts at the 2022 California average.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
