How these numbers are made
- Garbage: ACI's San Leandro residential monthly prices for July 1, 2026 to June 30, 2027 from the StopWaste countywide matrix ($34.79 for 20 gallons, $43.34 for 32, $72.15 for 64, $100.92 for 96); San Leandro rates are billed quarterly. Homes in the Oro Loma Sanitary District area of the city pay Waste Management's rates, which are not shown.
- Water and typical use: EBMUD Schedule A from July 1, 2026 (monthly-billing column) and EBMUD's median single-family use of 5 units a month. San Leandro is at low elevation, so no elevation surcharge is assumed.
- Sewer: the City's single-family sewer charge of $62.26 a month from July 1, 2026, times 12 = $747.12 a year, which the City bills on the county property tax bill. Part of the city is served by the Oro Loma Sanitary District, which sets its own charge.
- Property tax: Alameda County's 2025-26 Tax Rates book for code area 10-001 (1% countywide levy plus County GO bond 0.0084%, San Leandro Unified bonds 0.18%, Chabot-Las Positas bonds 0.0389%, BART 0.0152%, East Bay Regional Park 0.0011%; 1.2436% in all), less the $7,000 homeowners' exemption. Flat charges: county paramedic special tax $42.42 and vector control $5.92 + $6.77 = $12.69 (FY 2026-27 proposed), Measure AA $12, household hazardous waste $7.80, San Leandro Unified Measure I $46 (the 2024-25 amount, the latest published; it rises each year with a cost-of-living adjustment, so the current amount is probably slightly higher). The starting value is the Census ACS 2020-2024 median market value ($844,200); under Prop 13 an owner who bought years ago has a lower assessed value. Code area 10-001 is used as the City of San Leandro area; we could not confirm it is the area with the most homes.
- Electricity: PG&E schedule E-1 bundled rates with Ava's generation swapped in, and PG&E's income tier 3 base services charge, baseline territory X; the City's 6% utility users tax is added to electricity and gas. Typical use is 371 kWh (PG&E's Ava example bill) and gas 31.7 therms (EIA California average). Gas: PG&E G-1 plus the public purpose surcharge, territory X. Insurance is the 2022 California average premium (NAIC via the Insurance Information Institute). The City's budget documents mention an exemption of the first $34 of residential gas or electric charges from the utility users tax; we could not find the current code text, so if it applies the tax shown is overstated (up to about $24 a year).
- Not counted: San Leandro's other tax-bill charges we could not source (for example AC Transit and East Bay Regional Park District parcel taxes, mosquito abatement and flood-control charges).

How San Leandro compares
A typical San Leandro house against the 110 California cities we cover, using the same default numbers as the total above.
| Per year | San Leandro | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.24% | 1.13% | higher than 97 of the other 109 California cities we cover |
| Water | $847 | $955 | lower than 68 of the other 109 California cities we cover |
| Trash | $520 | $438 | higher than 75 of the other 101 California cities we cover |
| Electricity and gas | $2,956 | $3,556 | lower than 95 of the other 109 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 108 other California cities we cover |
| Total | $17,095 | $15,240 | higher than 75 of the other 109 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Each one starts from a number above. Any candidate can answer them.
1. Property tax rate
The fact: San Leandro's property tax rate is 1.24%, higher than 97 of the other 109 California cities we cover. The rate adds up every agency on the bill, not only the city.

2. Electricity and gas
The fact: Electricity and gas for a typical house here cost about $2,956 a year, lower than 95 of the other 109 California cities we cover. Rates are set mostly by the utility and the state.
Ask: "Electricity and gas here cost about $2,956 a year for a typical house, lower than 95 of the other 109 California cities we cover. Which parts of that can the city influence, and what would you do about them?"
