How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Garbage (EDCO, billed quarterly): the City's July 1, 2026 to June 30, 2027 single-family rates for EDCO Service Area 1 after the City's $1.58-a-month recycling rebate ($30.63, $39.88 or $49.09 a month for a 35, 64 or 96 gallon trash cart). Service Area 2, the former Universal Waste System area, pays $30.90, $40.15 or $49.36 after its $1.31 rebate; backyard and small-truck service cost extra. The page starts at the 64-gallon cart.
- Water (Cal Water, Palos Verdes): the residential schedule PV-LAR-1-R as filed in Advice Letter 2598 for October 1, 2026 ($55.18 a month for a 5/8 x 3/4-inch meter and $2.2811, $9.1115, $11.4011 and $13.6935 per CCF in four monthly tiers), plus $0.8658 per CCF of surcharges added to every tier: the Peninsula Water Reliability Project surcharge ($0.2832, which ends after March 2027) and the 2025 M-WRAM surcharge for Palos Verdes ($0.5826, July 2026 to June 2027). Not included: the Los Angeles Region General Balancing Account and Drinking Water Fees surcharges ($0.2092 and $0.0140 per CCF), which Cal Water lists for its Los Angeles Region without naming Palos Verdes. Also left out: the percentage surcharges on basic charges (CAP 2.873%, RSF 0.6896%, CPUC fee 0.70%, about $6 a month at typical use) and the 12-month credits from July 2026 (pension, healthcare, conservation and ICBA, $5.54 a month together), which roughly offset. The page starts at 15 CCF, the City's stated average for a Rancho Palos Verdes household (from 2021; Cal Water's own 2025 median for the whole Palos Verdes area was 12 CCF). The City's 3% utility users tax is added to water, electricity and gas.
- Sewer (on the tax bill): LA County Sanitation District No. 5's prorated 2026-27 rate of $215.82 per single-family home, plus the County Consolidated Sewer Maintenance District's $78.50 for July 2026 to June 2027. The main tax rate area for houses in the city (07097, about 3,900 of 15,200 single-family parcels in the County parcel file) is listed in both districts. About 1 in 5 single-family homes, mostly in tax rate area 07099 (about 2,600 parcels), are in areas District No. 5's report does not list and are likely in the South Bay Cities Sanitation District instead, which charges $100 a home in 2026-27 as proposed rather than $215.82, and the roughly 270 people on the City-run Abalone Cove sewer pay a separate City charge.
- Property tax: 1% plus the 2026-27 Palos Verdes Peninsula Unified and El Camino Community College District bond rates from the LA County tax rate resolution (about 1.0757% in total), less the $7,000 homeowners' exemption, applied to the value you enter. The Eastview area in the northeast of the city is in Los Angeles Unified and the Los Angeles Community College District, whose bond rates differ; the Metropolitan Water District's small levy is not in that resolution and is left out. The starting value is the Census median market value; under Prop 13 a long-held home's assessed value can be far lower.
- Flat charges on the tax bill: PVPUSD's Measure M parcel tax at its 2025-26 rate of $548.36 (a 2.9% CPI increase for 2026-27, about $564, was reported but we could not confirm it in the Board's minutes; seniors 65+ can be exempted), LA County Fire's Measure E special tax (6 cents per square foot of buildings plus the 2% yearly adjustment, on the median 2,154 sq ft single-family home in the County parcel file: about $132), LA County Measure W (2.5 cents per square foot of impermeable area on the City's median single-family drainage area of 0.118 acre from its 2015 storm drain fee study: about $129) and the West Vector Control District's $9.74. Not included, because they vary by parcel: the LA County flood control assessment, trauma and emergency services tax and county park assessment. Not included: West Basin Municipal Water District's standby charge for its water recycling program ($14.40 a year for a single-family parcel under one acre in its FY2023-24 notice; the 2026-27 amount in Resolution 05-26-1234 was not readable). Homes in the Portuguese Bend landslide area (Abalone Cove Landslide Abatement District, Klondike Canyon) pay extra assessments not shown here.
- Electricity: Rancho Palos Verdes is not among the Clean Power Alliance communities, so homes get SCE generation: the July 2026 SCE/CPA rate comparison's $0.37392 per-kWh total for SCE's Domestic rate (its $195.56 average bill is that rate times 523 kWh and leaves out SCE's $24.15 monthly Base Services Charge, which we add). Gas: SoCalGas's March 2026 average non-CARE bill ($72.39 at 35 therms), taken as including the $0.16-a-day customer charge, so $4.87 a month plus $1.929 per therm. Both are averages; real bills vary by season. Insurance starts at the 2022 California average.
- Sewer fixed = 215.82 (District No. 5) + 78.50 (CSMD), modelled as one sewage unit for a single-family home in both districts.
- Assumes a single-family home is one sewage unit in each district (LA County sewage-unit definition).
