How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water (City of Chino Hills, rates unchanged since July 1, 2022): the 3/4-inch meter's $42.86 monthly service charge (the City's 2018 rate study calls a 3/4-inch meter typical for a single-family home; a 5/8-inch meter is $30.10), $3.05 per ccf up to the indoor budget (55 gallons per person per day for four people, about 8.82 ccf a month) and $4.20 per ccf above it. Each home's outdoor budget depends on its lot size and the month's weather, so we price all use above the indoor budget at the Tier 2 rate; use beyond your outdoor budget costs $4.51 per ccf, and homes in the intermediate or high elevation zones pay $0.15 or $0.54 more per ccf. The City publishes no typical household use, so the page starts at 9 ccf a month.
  • Sewer: the City's FY 2026-27 charge of $47.25 a month per home on the monthly City bill ($29.45 IEUA treatment pass-through plus the $17.80 City operation and maintenance fee), the gravity-flow rate; pumped-flow areas add $2.48. Trash: WM's basic three-cart service at $30.43 a month from July 1, 2026, billed monthly by WM.
  • Property tax: tax rate area 024-068 (Chino Valley Unified, Chaffey Community College and Metropolitan Water District), about 1.1062% in total from San Bernardino County's 2026-27 rates (Resolution 2026-133), less the $7,000 homeowners' exemption, applied to the value you enter. We picked 024-068 because it has the most parcels with a homeowners' exemption in the county parcel map; the city's other tax rate areas in the county's rate book carry the same school and water district rates. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower.
  • Fixed charges: Special Maintenance Area 1 street sweeping at $12.10 a year for local-street parcels ($2.34 for parcels on arterial streets only), which about three-quarters of homeowner-occupied single-family parcels pay in the 2026-27 roll. Not included because they depend on the neighborhood: Landscape and Lighting District No. 1 zones ($48 to $489 a year per home; about 60% of homeowner-occupied single-family parcels are in one, most often Zone 1-HD at $489), the Vellano district ($1,594.78 or $321.69), the Los Serranos lighting district, and Mello-Roos CFD special taxes (CFDs 1 to 9 up to $702.68 a year for 25 years from first occupancy; CFD 10 Fairfield Ranch by building size). Your tax bill lists them.
  • Electricity: SCE's standard Domestic rate with SCE generation from SCE's joint rate comparison with neighboring Pomona Choice Energy ($0.37392 per kWh in total, SCE rates as of June 1, 2026; its $195.56 average bill at 523 kWh is that rate times the usage, so a year-round average), plus SCE's $24.15 monthly Base Services Charge. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.830 per therm. Insurance starts at the 2022 California average.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Trash

The fact: Trash pickup here costs about $365 a year for the standard cart, lower than 83 of the other 101 California cities we cover. Where trash is billed through the tax bill or a separate hauler, it is not counted here.

Ask: "Trash pickup here costs about $365 a year for the standard cart, lower than 83 of the other 101 California cities we cover. What drives that cost, and would you change anything about the service or the price?"
