How these numbers are made
  • Garbage: Republic Services' San Pablo residential rates effective January 2026, each the total of the collection charge and the IRRF charge: $41.21 a month for a 20-gallon mini-can, $52.37 for a 35-gallon cart, $99.06 for 65 gallons and $147.54 for 95 gallons. A few parcels pay garbage on the tax bill instead (one sampled bill: $660.18); two of three sampled bills had no garbage line, so it is not counted in the tax bill's flat charges.
  • Water: EBMUD Schedule A from July 1, 2026, monthly-billing column: $28.60 service charge for a 5/8 or 3/4 inch meter, $8.40 per unit for the first 7 units, $9.74 to 16 units and $11.49 above. We assume Elevation Band 1 (no surcharge). The page starts at 5 units a month, EBMUD's median single-family use. San Pablo's 7% utility users tax (city code Ch. 3.40) is imposed on water, electricity and gas charges; EBMUD collects it on water. The calculator applies it to the water charge only: the sewer charge is on the property tax bill, so no utility tax is added to it.
  • Sewer: the West County Wastewater District's $912 single-family flat rate (Schedule of User Fees effective July 1, 2026), the amount on three sampled 2026-27 property tax bills, counted with the sewer line rather than the tax bill's other flat charges.
  • Property tax: Contra Costa County 2026-27 rates for tax rate area 11019, the most common San Pablo tax rate area for single-family parcels in the county's parcel data (1,048 of about 3,480; 11031 and 11036, the next two, had the same 1.2746% rate and the same lines on the bills we sampled): 1% countywide tax, 0.2413% West Contra Costa Unified bonds (six issues), 0.0152% community college bonds, 0.0163% BART and 0.0018% East Bay Regional Park District, 1.2746% in all, less the $7,000 homeowners' exemption. Flat charges are read from a 2026-27 secured bill for a tax-rate-area 11036 home assessed near the city median (Measure T $77.68 for about 1,080 sq ft; street lighting $81.50 varies by parcel).
  • The starting value is the median 2026 assessed value of single-family parcels (use code 11) with a San Pablo address in San Pablo tax rate areas, $276,415; under Prop 13 recent buyers have higher assessed values.
  • Energy: PG&E schedule E-1 (non-CARE, Income Tier 3) with MCE Light Green generation, the default for San Pablo (an MCE member since 2015): $0.37292 per kWh up to the baseline and $0.45433 above, plus PG&E's $0.79343 a day base charge, using PG&E baseline territory T, which Part A of PG&E's Preliminary Statement defines as the westerly part of Contra Costa County south of Pinole's city limits (San Pablo's position, with Pinole just north, is our reading of that boundary), with the same MCE and PG&E rates as Pinole; E-1 is the sheet effective June 1, 2026, MCE generation effective April 1, 2026. Gas: PG&E G-1 (Oct. 1, 2026) $2.42480 and $2.92792 per therm plus the $0.12103 surcharge. San Pablo's 7% utility users tax is added to electricity and gas. Typical use is EIA's PG&E and California residential averages. Insurance is the 2022 California average homeowners premium (NAIC via the Insurance Information Institute), the latest year we could find from a free source.
