How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: City of Chino budget-based rates from the City's 2018 Prop 218 notice, last step effective July 1, 2022: $27.73 a month Readiness-to-Serve Charge for a 5/8" or 3/4" meter, $2.23 per HCF within the indoor budget and $3.31 per HCF above it (outdoor budget); use beyond the outdoor budget is a third tier that we do not price. The City's January 2026 council item says the water and sewer rate studies were not completed, and we found no later adopted schedule, so these are the 2022 schedule, the latest we found, and may have changed; call the City (909-334-3264) to confirm. The indoor budget is 55 gallons per person per day for four people (about 8.82 HCF a month); outdoor budgets depend on lot size and weather, so we price use above the indoor budget at the Tier 2 rate. The City publishes no typical household use, so the page starts at 9 HCF a month.
  • Sewer: the City's single-family sewer charge ($15.26 a month from July 1, 2022) plus the IEUA treatment pass-through ($29.45 a month in FY 2026/27) = $44.71. The City's portion is the 2022 figure and may be higher if a later vote changed it; the City's 2023 Prop 218 brochure we found covers refuse and recycling, and we found no later City sewer schedule. Storm drain charges on the City bill were not found and are not included. Trash: the City-billed single-family 3-cart rate of $41.15 a month from July 1, 2026 (Resolution 2026-037); street sweeping is provided by WM at no additional cost.
  • Property tax: the countywide 1% plus Chino Valley Unified, Chaffey Community College and Metropolitan Water District rates from San Bernardino County's 2026-27 rates, less the $7,000 homeowners' exemption, applied to the value you enter (about 1.1062%); the same school and water districts apply as in neighboring Chino Hills, but Chino has no separate city levy. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower. Mello-Roos special taxes (the City has many Community Facilities Districts, mostly newer neighborhoods) are not included because they depend on the neighborhood.
  • Electricity: SCE's standard Domestic rate with SCE generation ($0.37392 per kWh in total, SCE rates as of June 1, 2026; its $195.56 average bill at 523 kWh is that rate times the usage, so a year-round average) plus the $24.15 monthly Base Services Charge. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms) taken as including the $0.16-a-day customer charge. Insurance starts at the 2022 California average.
