How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: Palmdale Water District serves most of the city and is the default here; LA County Waterworks District 40 (Region 4) serves western parts. Palmdale Water District: the 2026 monthly service charge for a 5/8-inch to 1-inch meter ($67.43) and 2026 tier rates ($1.45, $2.93, $4.40, $5.53 per hcf) from Resolution 24-12. Its tiers are a water budget set for each home; we use the District's own rate-study example home (4 occupants at 50 gallons a day, 2,798 sq ft irrigable area, 5.77 inches average ET, landscape factor 0.7): Tier 1 up to about 8.0 hcf (indoor), Tier 2 up to about 17.4 hcf (plus outdoor), Tier 3 up to 150% of the outdoor allowance, Tier 4 above. With 2025 rates this reproduces the District's own average bill of $87.04 at 14 hcf. Left out: the elevation booster surcharge (only in higher zones A1-A3), drought surcharges (only when a drought stage is declared), and the $0.06 per hcf water quality fee the District lists for 2025. The page starts at 14 hcf, the average single-family use in the District's rate study. Waterworks District 40: the March 1, 2026 small-meter rates for rate schedule 0426-0429 ($32.61 a month; $1.48 per hcf for the first 6 hcf and $2.15 above, each plus the $0.11 per hcf Rule 2-A-4j surcharge); other Region 4 schedules (0430-0431, 0433-0434) have higher quantity charges.
  • Sewer: LA County Sanitation District No. 20's wastewater service charge of $712.52 a year per single-family home (2026-27), collected on the property tax bill. Trash is billed separately by WM: $43.66 a month for standard service from July 1, 2026.
  • Property tax: the 1% levy plus 2026-27 voter-approved rates for a home in the Palmdale School District and Palmdale Water District: Palmdale School District, Antelope Valley Union High School District and Antelope Valley Community College District bonds from the LA County tax rate resolution, the Antelope Valley-East Kern Water Agency's State Water Contract rate (0.066970%, from the resolution in AVEK's July 21, 2026 board packet; the minutes approving that meeting were not yet posted), and Palmdale Water District's State Water Contract rate for its Zones A-E (0.244032%, adopted August 10, 2026) - about 1.463% in total, less the $7,000 homeowners' exemption. Western Palmdale is in the Westside Union School District, and homes served by Waterworks District 40 do not pay the Palmdale Water District rate, so their rates differ. The starting value is the Census median for all owner-occupied homes; under Prop 13 a home's assessed value can be far lower.
  • Not included because the amount depends on the parcel or we could not confirm it for 2026-27: the City of Palmdale's sewer collection service charge, the Antelope Valley Mosquito and Vector Control District assessment, neighborhood landscape and lighting assessment districts, and county charges that vary with building size (such as the trauma and emergency services tax and the county park assessment).
  • Electricity: the SCE/EPIC joint rate comparison for the Domestic rate with EPIC Power generation, Palmdale's community choice provider ($0.44693 per kWh in total; SCE rates as of June 1, 2026 and EPIC rates as of February 1, 2024; its $294.53 average bill at 659 kWh equals that rate times the usage), plus SCE's $24.15 monthly Base Services Charge. Gas: SoCalGas's March 2026 average non-CARE bill ($72.39 at 35 therms), taken as including the $0.16-a-day customer charge (about $4.87 a month), so $4.87 a month plus $1.929 per therm. Both are averages; real bills vary by season. Insurance starts at the 2022 California average.
