How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water: Riverside Highland Water Company (the water provider the City lists) bills every two months; we halve the 3/4-inch meter charge ($48.44) and halve the tier breakpoints (40, 70 and 110 units per billing) to get monthly figures, and add the $51.90-a-year-per-share assessment for two shares (the company's example). Sewer: Colton's residential rate of $59.90 a month per EDU from July 1, 2026, which the City adopts and Burrtec bills. Part of the city may be on another water system; not modeled.
- Trash: Burrtec's 7/1/26 residential rates from the City's rate exhibit, which is headed 'proposed rate increase'; the City's page announces new trash rates effective July 1, 2026. The three-cart service includes recycling and green waste.
- Property tax: San Bernardino County 2026-27 rates for the Colton Unified, San Bernardino Community College and San Bernardino Valley Municipal Water areas (about 1.2082% in total; we did not verify the tax rate area for every parcel), less the $7,000 homeowners' exemption. The starting value is the Census median market value; assessed value under Prop 13 can be far lower. Flat direct charges on the tax bill (for example stormwater or lighting) could not be sourced for Grand Terrace and are not included.
- Electricity: SCE's TOU-D-4 total of $0.3783 per kWh plus the $24.15 Base Services Charge, at 659 kWh (SCE's comparison usage for Baseline Region 14, which may differ from Grand Terrace's). Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day charge, so about $4.87 a month plus $1.830 per therm. Insurance is the 2022 California average.
