How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water: Eastern Municipal Water District serves Perris (it took over the City's water and sewer systems on Oct 15, 2024). EMWD's 2026 rates: $0.870 a day in fixed charges (about $26.46 a month) and budget-based tiers modeled on EMWD's own average customer, 18 billing units a month at 100% of budget (from EMWD's 2023 rate presentation): Tier 1 $1.55 to 3.6 units, Tier 2 $4.51 to 18, Tier 3 $7.68 to 27, Tier 4 $14.85 above. Customers who had City of Perris service before the transfer keep the City's rates, billed by EMWD: for example in the South Perris area a $0.5654 a day service charge and $3.59 (Tier 1) / $6.86 (Tier 2) per unit in 2026, in North Perris $3.33 per unit non-tiered; we did not model these.
- Sewer: EMWD's Perris Valley Area rate S501, $1.414 a day per EDU in 2026, plus the $0.156 daily capital projects charge, about $47.76 a month for a 3-4 person household. Other Perris areas pay different EMWD rates: S502 and S504 are $1.364 a day (S502, where the City provided collection before the transfer, adds a $0.2747 daily collection charge). Trash: CR&R provides service and we could not confirm a current published residential rate, so trash is not in the total and the total is understated by the CR&R bill. A search result for a City of Perris rate document listed $35.70 a month for a 100-gallon cart effective July 1, 2023 (older schedules $31.80 to $31.87); we could not open the document (403), so none of these is used.
- Property tax: Riverside County's 2026-27 rates (Resolution 2026-153, adopted August 25, 2026) for Perris tax rate areas 008-xxx in Perris Elementary School District: the 1% levy, Perris Elementary (0.07431%), Perris Union High (0.04712%), Mt. San Jacinto College (0.0031%) and MWD East (0.0085%), about 1.1163% in total, less the $7,000 homeowners' exemption. Part of Perris is in Val Verde Unified (different school rates) and some areas add EMWD improvement district U-9 (0.0175%). The starting value is the Census median market value, not an assessed value. Fixed charge: the Riverside County Flood Control NPDES stormwater assessment for the Santa Ana watershed, $3.75 per benefit assessment unit for FY 2026-27 (one unit for a single-family home on a 7,200 square foot lot). Not included: Mello-Roos and other district charges that depend on the parcel.
- Electricity: SCE's Tiered Rate Plan (Schedule D) with SCE generation, rates as of 10/1/26: 30¢ per kWh up to the baseline allocation and 39¢ above. Perris is in SCE baseline region 10 (19.3 kWh a day June to September, 12.1 kWh a day the rest of the year), averaged over the year to about 441 kWh a month, plus SCE's $24.15 monthly Base Services Charge. The page starts at 633 kWh a month, the usage in SCE's rate comparison for the same baseline region 10. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms), taken as including the $0.16-a-day customer charge. No city tax on utility bills was found, so none is applied. Insurance is the 2022 California average.

How Perris compares
A typical Perris house against the 110 California cities we cover, using the same default numbers as the total above.
| Per year | Perris | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.13% | 1.13% | higher than 57 of the other 109 California cities we cover |
| Water | $1,164 | $955 | higher than 82 of the other 109 California cities we cover |
| Sewer and utility-bill fees | $573 | $584 | lower than 39 of the other 76 California cities we cover |
| Electricity and gas | $3,603 | $3,556 | higher than 57 of the other 109 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 108 other California cities we cover |
| Total | $12,135 | $15,240 | lower than 90 of the other 109 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
