How these numbers are made
- Garbage: the City page lists 2026 residential rates effective January 1, 2026 by garbage cart size ($38.29, $48.50, $58.76), each including recycling and organics carts; the haulers are Republic Services and Waste Management depending on the address, so the page uses the 60-gallon cart as the middle option.
- Water: City of Stockton Municipal Utilities Department rates effective July 1, 2025, the last step of the 2021 five-year plan; we found no later adopted schedule. Cal Water serves other Stockton addresses (Stockton district, PWSID CA3910001) and has its own rates, which are not modelled; check your bill to see who serves you. Stockton East Water District supplies wholesale water.
- Sewer: City residential flat charge of $62.04 a month effective July 1, 2026 from the City's notice (the table in the notice is an image). Stormwater: the current $2.10 a month per Equivalent Dwelling Unit; the City proposed $3.85 a month per single-family parcel from August 1, 2026 and we found no adopted outcome.
- Property tax: San Joaquin County 2026-27 rates for tax rate area 003-000, one of several Stockton Unified areas in the rate book (we did not check which has the most homes): 1% general levy plus Stockton Unified bonds and San Joaquin Delta College bonds, 1.2255% in all, less the $7,000 homeowners' exemption. Some areas have Mello-Roos or assessment charges not included. The starting value is the Census ACS 2020-2024 median market value ($440,900); under Prop 13 an owner who bought years ago has a lower assessed value and pays less.
- Energy: PG&E standard tiered plans (E-1, G-1) with year-round baselines weighted by season, same method as other San Joaquin County cities. We found no city tax listed on Stockton energy bills and none is included.
- Insurance: the $1,492 figure is the 2022 California average, the latest year on the Insurance Information Institute page we found; premiums may have changed since.
- Water: only the City system is modelled; Cal Water's Stockton district (PWSID CA3910001) serves other Stockton addresses with different, tiered rates.
