How these numbers are made
- Garbage: ACI of San Ramon's 2026 single-family curbside rates (January 1 to December 31, 2026), billed quarterly in advance and shown here per month (quarterly rate / 3): $40.35 for a 20-gallon garbage cart, $49.31 for 35 gallons (the size most households have, per the City), $81.20 for 64 gallons and $129.32 for 96 gallons, each including a 64-gallon recycling cart and a 64-gallon organics cart.
- Water: EBMUD Schedule A from July 1, 2026, monthly-billing column: $28.60 service charge for a 5/8 or 3/4 inch meter and $8.40, $9.74 and $11.49 per unit (to 7, to 16 and above 16 units a month), plus the $1.33 Elevation Band 2 surcharge on every unit ($9.73, $11.07, $12.82). EBMUD sets the band by pressure zone; we assume Band 2 because the surcharge covers pumping to places 200 feet or more above sea level and San Ramon's valley floor is roughly 470 to 550 feet (USGS elevation points); hillside homes in Band 3 pay $1.51 more per unit than shown, and Band 1 would pay $1.33 less. The page starts at 5 units a month, EBMUD's median single-family use. EBMUD serves San Ramon outside Dougherty Valley; Dougherty Valley's water comes from DSRSD (Dougherty Valley Specific Plan), except a portion under EBMUD's jurisdiction. DSRSD's rates are not shown: its website blocks automated downloads.
- Sewer: Central San's $784.00 single-family charge (Ordinance 339, from July 1, 2026), on the tax bill as CCCSD SEWER CHG, counted with the tax bill's flat charges. It is on all 11 bills we sampled in tax rate areas 17003 (4), 17006 (1) and Dougherty Valley (6, in 17126, 17127, 17133, 17134 and 17135); those areas hold 6,316 of San Ramon's 10,494 single-family parcels (about 60%). Tax rate areas 17008, 17001 and 17076 (4,175 parcels, about 40%) carry DSRSD's $559.02 sewer service charge instead, on all 6 bills we sampled there. There is no sewer charge on the EBMUD bill.
- Property tax: Contra Costa County 2026-27 rates for tax rate area 17003, San Ramon's largest tax rate area by parcels (5,099 including condominiums and townhouses; 17008 has the most single-family parcels, 3,494 of 10,494, and the same rates and flat lines except sewer). Every San Ramon bill we sampled (tax rate areas 17003, 17006, 17008 and 17127) had the same 1.0957% rate: 1% countywide tax, 0.0624% San Ramon Valley Unified bonds (2002 and 2012 issues), 0.0152% community college bonds, 0.0163% BART and 0.0018% East Bay Regional Park District, less the $7,000 homeowners' exemption. Flat charges on 17003 bills ($1,105.10 a year with sewer, the total printed on the bill): Central San sewer $784.00, SRVUSD Measure Q parcel tax $144, San Ramon landscaping and lighting $115.98 (on many bills, up to $895.98 on others), county stormwater $35, Measure AA $12, regional trails $5.44, mosquito and vector control $4.74 and emergency medical services $3.94.
- Not included because they vary by neighborhood: about 4 in 10 homes (Dougherty Valley) have no city LLD line but pay a $1,810.32 county service area M-29 charge, DSRSD Dougherty Valley lines of $201.32 and $170.74 and a $181.68 geologic hazard (GHAD) assessment, with the same $784.00 Central San sewer charge: $3,353.18 of flat charges on the bills we sampled in 17126 and 17127, about $2,248 a year more than the $1,105.10 shown. Windemere tracts (17133 to 17135, 1,273 parcels) also pay Windemere CFD 04-2 and Ranch 99-1 special taxes, $2,877.92 to $3,108.58 a year on the three bills we sampled. The starting value is the median 2026 assessed value of single-family parcels (use code 11) with a San Ramon address in San Ramon tax rate areas, $1,112,329 (Census ACS 2020-2024 median market value of owner-occupied homes: $1,509,500); under Prop 13 recent buyers have higher assessed values.
- Electricity: PG&E schedule E-1 for a non-CARE (Income Tier 3) home with MCE Light Green generation, the default for San Ramon (an MCE member since 2018). Delivery is PG&E's E-1 total bundled rate ($0.32561 Tier 1, $0.40702 Tier 2) minus its $0.12855 generation charge and its ($0.01011) Bundled PCIA; to that we add MCE's April 1, 2026 Light Green E1 generation ($0.12855) and the $0.03720 PCIA and franchise fee from the March 1, 2026 PG&E-MCE comparison: $0.37292 per kWh up to the baseline and $0.45433 above. PG&E's $0.79343 a day base services charge is $24.13 a month. Baseline: territory X (Contra Costa County outside the S and T portions), 9.8 kWh a day for 4 summer months and 9.7 for 8 winter months, about 296 kWh a month. Gas: PG&E G-1 (Oct. 1, 2026) $2.42480 and $2.92792 per therm plus the $0.12103 public purpose surcharge, territory X baseline weighted 7 summer, 3 off-peak and 2 on-peak months (about 30.1 therms a month). We found no city tax on San Ramon electricity or gas bills, so none is added. Typical use is PG&E's 2024 residential average (EIA, about 500 kWh a month) and California's 2024 residential gas average (EIA, about 32 therms a month). Insurance is the 2022 California average homeowners premium (NAIC via the Insurance Information Institute) until you enter your own.
- Parcel share: in the county's parcel data, tax rate areas 17003, 17006 and the 171xx Dougherty Valley areas hold about 60% of San Ramon's single-family parcels; 17008, 17001 and 17076 about 40%.
