How these numbers are made
  • Individual bills are not public, so we calculate yours from public rates and what you tell us.
  • Garbage (Republic Services): $30.65 a month for the 64-gallon cart (32-gallon $23.67, 96-gallon $36.11), the City's September 2025 fee bulletin; its rates adjust each September 1, and we could not read a newer bulletin. The City's website blocks automated readers, so City documents are cited through Wayback Machine copies.
  • Water: two systems serve the city, Sweetwater Authority (western) and Otay Water District (eastern); we start with Sweetwater, so check which bill you get. Sweetwater: bimonthly 5/8-inch fixed $31.44 plus SDCWA infrastructure access $9.10, halved to $20.27 a month; per HCF the Authority tier + $0.57 SDCWA + $0.23 pass-through ($5.30 + $0.57 + $0.23 = $6.10 for 0-4 HCF per bimonthly bill), with the tier limits halved to a monthly figure. Otay (rates from January 2026): $23.89 MWD/CWA fee + $22.88 system fee for a 3/4-inch meter = $46.77 a month, then $6.66, $7.23 and $8.03 per unit used; Otay may add an elevation energy charge for homes above 450 feet.
  • Sewer: the City's single-family rate (from July 1, 2025; we found no 2026 schedule) is $19.06 fixed plus 90% of average winter water use times $5.59 per HCF, shown as $5.031 per unit; plus a $0.70 storm drain fee. Southern Chula Vista pays sewer on the property tax bill instead, so those homes would not see this on a utility bill.
  • Property tax: tax rate area 01000 in the County's FY 2025-26 rate book; most Chula Vista areas total 1.18748 (1% + 0.18048% school + 0.007% Metropolitan Water District), a few 1.17112 or 1.17136. Mello-Roos and other special taxes, common in newer eastern neighborhoods such as Otay Ranch and EastLake, are not included; check the direct charges on your bill.
  • Electricity and gas: 400 kWh and 24 therms a month, SDG&E rates as for the other San Diego Community Power cities in these pages. The electric rate is SDG&E's April 2026 TOU-DR1 bundled average bill ($194, which includes SDG&E's own generation) less the $24.13 monthly base charge, divided by 400 kWh; Community Power customers' generation charge is priced differently, so their bills differ. The gas rate is SDG&E's March 2026 typical non-CARE bill of $65.08 less the $0.13-a-day fixed charge, divided by 24 therms.
  • Insurance: $1,492 is the 2022 California statewide average, the latest official figure we found; current premiums and San Diego County premiums may differ. Gas: we found no Chula Vista-specific source for the gas utility, so SDG&E's gas rates are used as the San Diego-area modelling assumption. Sewer: July 2025 City rates; the City adopts changes each July 1 and we could not read a 2026 schedule.
  • Gas: SDG&E is assumed to be the gas utility for Chula Vista (San Diego County is outside SoCalGas territory); rates used are SDG&E's published residential averages.
  • Nothing here is legal, tax or insurance advice.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Chula Vista's property tax rate is 1.19%, higher than 164 of the other 206 California cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Chula Vista is 1.19%, higher than 164 of the other 206 California cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Trash

The fact: Trash pickup here costs about $368 a year for the standard cart, lower than 147 of the other 187 California cities we cover. Where trash is billed through the tax bill or a separate hauler, it is not counted here.

Ask: "Trash pickup here costs about $368 a year for the standard cart, lower than 147 of the other 187 California cities we cover. What drives that cost, and would you change anything about the service or the price?"

3. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $3,109 a year, lower than 155 of the other 206 California cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $3,109 a year for a typical house, lower than 155 of the other 206 California cities we cover. Which parts of that can the city influence, and what would you do about them?"
