How these numbers are made
- Water: Cal Water Selma Tariff Area schedule SL-1-R effective 7/1/2026: $31.14 a month for a 5/8 x 3/4-inch meter and $0.7082, $2.8324, $3.5414 and $4.2471 per CCF in tiers of 6, 20 and 29 CCF; each tier rate has the $0.2692 per CCF groundwater surcharge (2026) added. We assumed the tier breakpoints are monthly. Other Cal Water surcharges and credits in the tariff (rate support fund, CPUC fee) are not included.
- Sewer: the Selma-Kingsburg-Fowler County Sanitation District FY 2026-27 budget lists $696.31 a year per equivalent single-family residence in Selma, which the district bills on the county tax roll. The copy of the budget we read has a blank resolution number, so confirm the amount on a bill.
- Garbage: the Mid Valley Disposal franchise agreement lists a customer rate of $32.78 a month for three 96-gallon containers (including $3.50 street sweeping) for 7/1/2024 to 7/1/2026; the agreement adjusts rates by CPI from July 1, 2026 and we did not find the adjusted figure. It is billed on the property tax bill, so it is counted once as a monthly garbage charge.
- Property tax: Fresno County 2026-27 rates (Resolution 26-327): 1% countywide, 0.013% City of Selma, 0.122942% Selma Unified bonds (seven series added together), 0.015278% State Center Community College bonds, less the $7,000 homeowners' exemption. We found no other flat charges (mosquito, flood control, lighting) for Selma bills.
- The starting home value is the Census ACS median market value; under Prop 13 an owner who bought years ago has a lower assessed value and pays less.
- Energy: PG&E electricity and gas at the same E-1 and G-1 rates used for Fresno County baseline territory R. SoCalGas also lists a portion of Selma as served for gas. Typical use is from EIA. Insurance is the 2022 California average premium.
- Modelling: the groundwater surcharge is added to each quantity rate per CCF (rate = quantity rate + surcharge). The PG&E tariff describes a PG&E/SoCalGas boundary in Fresno County, so a few addresses may be served by SoCalGas; this estimate uses PG&E rates.
- Water rates in tiers include the groundwater surcharge ($0.2692/CCF) added to each quantity rate; other tariff surcharges are excluded. Selma is assumed to be in baseline territory R (Fresno under 3,500 ft) and gas service is assumed to be PG&E's.

How Selma compares
A typical Selma house against the 207 California cities we cover, using the same default numbers as the total above.
| Per year | Selma | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.15% | 1.13% | higher than 129 of the other 206 California cities we cover |
| Water | $556 | $944 | lower than 184 of the other 206 California cities we cover |
| Trash | $393 | $443 | lower than 127 of the other 187 California cities we cover |
| Electricity and gas | $3,360 | $3,463 | lower than 136 of the other 206 California cities we cover |
| Total | $8,555 | $14,973 | lower than 203 of the other 206 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
