How these numbers are made
- Property tax uses Lake County tax rate area 002-000 for 2025-26 (1.117037% total: 1% plus Konocti Unified and Yuba Community College bonds); the 2026-27 book was not posted. Which TRA covers most Clearlake homes was not confirmed against a TRA map.
- Starting value is the Census ACS median market value; assessed values are usually lower under Prop 13.
- Water: Highlands Mutual Water Company, $43.66 monthly 5/8-inch base plus $8.50 per 748 gallons (CCF), effective May 1, 2025. Konocti County Water District and Golden State Water serve other parts of the city and are not modelled, so a bill from either differs from this page. Golden State Water's Clearlake page serves over 2,100 customers and lists an average residential use of 4 Ccf a month; that 4 Ccf is used as the starting use here (an assumption for Highlands homes), and it can be changed.
- Sewer: Lake County Sanitation District (Southeast) $36.28 SE-R house + $5.02 SE-CIP capital improvement + $4.16 SE-BR bond repay, from the Feb 15, 2025 rate sheet (a scanned image, read by eye). The CIP is adjusted annually by CPI and no newer sheet was found, so the current bill may be higher.
- Electric: PG&E E-1 with the $0.79343 daily charge x 365 / 12; baseline 359.9 kWh a month is the seasonal average for territory P, the code PG&E lists for Lake County. No PG&E gas service was found for Clearlake and gas is not modelled.
- Garbage: the July 2022 monthly roadside rates (fuel surcharge included); residents are billed quarterly. No city tax on utility bills was found and none is modelled.
- Nothing here is legal, tax or insurance advice.
How Clearlake compares
A typical Clearlake house against the 207 California cities we cover, using the same default numbers as the total above.
| Per year | Clearlake | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.12% | 1.13% | lower than 126 of the other 206 California cities we cover |
| Water | $932 | $944 | lower than 107 of the other 206 California cities we cover |
| Sewer and utility-bill fees | $546 | $582 | lower than 72 of the other 136 California cities we cover |
| Trash | $321 | $443 | lower than 170 of the other 187 California cities we cover |
| Electricity and gas | $2,380 | $3,463 | lower than 194 of the other 206 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 201 other California cities we cover |
| Total | $7,985 | $14,973 | lower than 205 of the other 206 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
