How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water: the City of San Jacinto serves about 40% of the City's residents (central area); EMWD and Lake Hemet MWD serve the outskirts. The page starts with the City: $24.89 monthly flat rate (5/8-inch meter), $3.15 per unit to 11 units and $3.90 above, each plus the $1.77 per unit Water Adjudication Fee (folded into the tier rates). The City's 2025-26 schedule is still the 'existing' rate in its June 2026 notice; the council adopted a large increase effective Jan 1, 2027 (the City's notice for a typical 11-unit home: $59.54 now, $92.53 under the rates it proposed; those notice figures leave out the per-unit Water Adjudication Fee, which this page adds, so the page shows about $79 for the same use). EMWD and Lake Hemet MWD rates are those used on the Hemet page (EMWD budget tiers at 18 units, Lake Hemet before its power zone charge). EMWD's Tier 2 differs for its 'Parts of San Jacinto Valley' service area ($4.26 in 2026); the page uses the $4.51 rate listed for its other areas.
- Sewer: $8.22 City collection plus $40.31 per sewage unit, both from the City's 2026 sewer notice (the $40.31 is listed there as an EMWD-related charge; we did not check it against EMWD's own schedule); EMWD-sewered areas may differ. Trash: San Jacinto's current CR&R residential rate could not be found (the City's 2020-2025 rate schedule is expired and CR&R's rate page is not readable), so the total excludes trash and understates what a household pays.
- Property tax: Riverside County's 2026-27 rates (Resolution 2026-153): 1% levy, San Jacinto Unified (0.17%), Mt. San Jacinto College (0.0031%) and MWD East (0.0085%), less the $7,000 homeowners' exemption. We did not confirm the exact tax rate area composition, so some San Jacinto areas may have a different school district or EMWD improvement district rate. Not included: Community Facilities District special taxes and assessments that apply to some parcels; your tax bill lists them. The starting value is the Census median market value, not an assessed value.
- Electricity: SCE's Tiered Rate Plan (Schedule D) with SCE generation, rates as of 10/1/26, baseline region 10 averaged over the year to about 441 kWh a month, plus the $24.15 Base Services Charge; usage of 633 kWh from SCE's comparison with San Jacinto Power. A community choice program may supply generation to some customers at different rates. Gas: SoCalGas's August 2026 average non-CARE bill ($68.91 at 35 therms). No city utility tax was found. Insurance is the 2022 California average.

| Per year | San Jacinto | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.18% | 1.13% | higher than 160 of the other 206 California cities we cover |
| Water | $948 | $944 | higher than 105 of the other 206 California cities we cover |
| Sewer and utility-bill fees | $582 | $582 | in the middle of 136 other California cities we cover |
| Electricity and gas | $3,603 | $3,463 | higher than 137 of the other 206 California cities we cover |
| Home insurance | $1,492 | $1,492 | in the middle of 201 other California cities we cover |
| Total | $11,667 | $14,973 | lower than 170 of the other 206 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
