Who supplies water to Apple Valley houses, what it costs, and how the sewer charge works.
Liberty Utilities (Apple Valley Ranchos Water)
Liberty Utilities (Apple Valley Ranchos Water) Schedule No. 1, effective July 1, 2025: a monthly service charge by meter size plus three tiers per 100 cubic feet (first 6, 7 through 26, all over 26). A $0.323 per Ccf surcharge is added for 12 months from Advice Letter 287-W (effective January 1, 2026), and a 0.7% CPUC reimbursement fee surcharge is added to all bills.

- In 2025 the system got 100% of its water from 19 deep wells drawing on the Alto sub-unit of the Mojave groundwater basin; the Mojave Water Agency spreads imported State Water Project water in the Mojave River to help recharge the groundwater.
- Hardness
- Hardness averaged 97 ppm as calcium carbonate (range 27 to 200), or 5.7 grains per gallon, in 2025 testing.
- Lead
- Lead at household taps (2025 sampling): 90th percentile not detected; 1 of 33 samples was over the 15 ppb action level.
- Arsenic
- Arsenic in Liberty's sources averaged 2 ppb (range not detected to 4) in 2025, against a 10 ppb limit.
Sewer
About 30% of development in the Town is connected to sewer facilities; the remaining 70% of developed properties are served by onsite wastewater treatment systems (OWTS), which use a treatment unit such as a septic tank. The Town's sewer system serves 7,838 residential connections. Connected homes pay the Town's regular sewer charge, $74.28 per billing period on the Town's sanitation rate chart effective July 1, 2025.
Ways to pay less
- Low income: Liberty water Customer Assistance Program. Households whose total income is at or below the CARE income limits get a $10.00 monthly CAP credit on their Liberty water bill. Renewal is required every two years. How: Apply to Liberty with its Customer Assistance Program (CAP) application.
- Vacant house: trash and sewer vacancy credit. You may be exempt from Town trash and sewer fees while your property is vacant for at least 60 consecutive days; the credit lasts up to 90 days and must be requested before the property is vacant. How: Send the Town's Sanitation Vacancy Credit form before the house becomes vacant.
