How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: the City's rates page, which lists the 5/8-inch meter fee of $36.06 a month plus $4.33, $4.63 and $5.53 per 100 cubic feet (first 10, 10.1 to 20, over 20.1 units), all effective 7/1/2017; Council resolution 6128(17) suspended later increases. The page starts at 9 units because the City publishes no typical use.
  • Sewer: the City bills $9.28 per 100 cubic feet of winter-average water use with a $46.40 minimum, which is 5 units. We apply it to the water use you enter; your real bill uses your own January to March average.
  • Trash: the City's FY 2026-27 monthly totals (effective July 1, 2026), which include the state recycling and county inspection fees; recycling, green waste and cardboard bins carry no extra charge. Rates step up again July 1, 2027.
  • Property tax: Santa Barbara County's 2026-27 rate for tax rate area 001-000, whose total of 1.12369% matches every Lompoc city area in the rate book. The rate book lists no flat direct charges for it. The starting value is the Census market median, not an assessed value.
  • Electricity: Lompoc's own utility, not PG&E, at the 7/1/2026 Schedule D-1 rates plus the 2.85% Public Benefit Program charge, at 503 kWh a month (EIA California average). The City's monthly Power Cost Adjustment is not in these numbers, so a bill may differ. Gas: SoCalGas at its August 2026 average rate. Insurance is the California average HO-3 premium for 2022, the latest official figure we found (no California Department of Insurance or NAIC figure for 2023 or later was located). Premiums have risen since 2022, so this line likely understates today's cost by a wide margin; third-party estimates run well above it but are not official, so we do not use them.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Ask: "Trash pickup here costs about $675 a year for the standard cart, higher than 233 of the other 267 California cities we cover. What drives that cost, and would you change anything about the service or the price?"

3. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $2,420 a year, lower than 269 of the other 284 California cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $2,420 a year for a typical house, lower than 269 of the other 284 California cities we cover. Which parts of that can the city influence, and what would you do about them?"
